2023 ARC/PLC Signup and Farm Changes

ARCPLC elections and enrollments began last month, the deadline to complete this signup is March 15, 2023. Producers can elect coverage and enroll in ARC-CO or PLC, which both can be selected on a crop-by-crop basis, or ARC-IC, which is a selection for the entire FSA farm. Although election changes for 2023 are optional, producers must enroll through a signed contract each year. If a producer has a multi-year contract on the farm and makes an election change for 2023, it will be necessary to sign a new contract. Farm owners cannot enroll unless they have a share interest in the farm.

Make sure to inform our office of any updates to your operation for the 2023 crop year, this will streamline your ARCPLC signups. Now is also a great time to stop in for map changes, such as tract or field splits/combinations or any other line work. Providing these update requests now allows us more time to make the corrections so they can be reflected on your 2023 certification maps next spring. Please contact Elisa or Mandi for any questions at 701-463-2267 ext. 2

Livestock Indemnity Program (LIP) Payments:

Cows

Livestock producers that completed a notice of loss for the April 2022 storms must now complete their LIP application for payment.  To finalize the LIP application, producers need to provide evidence of number of animals that died along with a beginning inventory. 

Evidence of animals lost can come from a calving book, calendar or dated pictures.  Beginning inventory can be determined from bank records, purchase receipts, tax records or veterinary records.  LIP pays for eligible losses that exceed normal mortality, which is 5.0% for newborn calves.  The payment rate for baby calves was recently increased to $474.38 per head. FSA Encourages Voting During COC Election

Farm Service Agency County Committee (COC) Elections begin on November 7, 2022, when ballots are mailed to eligible voters. The deadline to return ballots to local FSA offices, or to be postmarked, is December 5, 2022.

County committee members are an important component of the operations of FSA and provide a link between the agricultural community and USDA. Farmers and ranchers elected to county committees help deliver FSA programs at the local level, applying their knowledge and judgment to make decisions on commodity price support programs, conservation programs, incentive indemnity and disaster programs for some commodities, emergency programs and eligibility. FSA committees operate within official regulations designed to carry out federal laws. To be an eligible voter, farmers and ranchers must participate or cooperate in an FSA program. A person who is not of legal voting age but supervises and conducts the farming operations of an entire farm, may also be eligible to vote. Eligible voters in local administrative area who do not receive a ballot can obtain one from their local USDA Service Center.

Eligible voters in Local Administrative Area (LAA) 1 who do not receive a ballot can obtain one from their local USDA Service Center. LAA 1 includes the following McLean County townships: CREMERVILLE, AMUNDSVILLE, GATE, BLUE HILL, DOUGLAS, ROSEMONT, LOQUEMINT, DEEP WATER ROSEGLEN, MCGINNIS, BLACKWATER, AND ST. MARY. Newly elected committee members will take office January 1, 2023. The member will serve a 3-year term.

The candidate in this year’s election is Michael Wilcox from Douglas.

Operator or Owner Changes - Please contact the office as soon as possible to report changes to your farming operation and/or land changes including ownership.

Livestock Indemnity Program (LIP) Notice of Loss must be reported within 30 days of when the loss is apparent.

Emergency Assistance for Livestock, Honeybees, and Farm-raised Fish (ELAP) Notice of Loss must be reported within 15 days of when the loss is apparent.
