USDA Seeking Public Comment on a New Provision to Provide Assistance to Agricultural Producers Who Have Experienced Discrimination

The U.S. Department of Agriculture (USDA) is seeking public comment on how it should implement Section 22007 of the Inflation Reduction Act (IRA), a provision that aims to provide assistance to the nation’s farmers, ranchers, and forest landowners who experienced discrimination in USDA’s farm lending programs. Section 22007 provides a transformative opportunity for USDA to help farmers, ranchers, and forest landowners impacted by discrimination in USDA farm lending programs. IRA Section 22007 directs USDA to provide financial assistance to producers who have experienced discrimination in USDA’s farm lending programs and has appropriated $2.2 billion for this purpose.

Entities who are interested in applying for this cooperative agreement/grant opportunity are encouraged to attend.

Thursday, October 20, 2022, from 2 p.m. to 3 p.m. Eastern – Click here to register

A webinar was held on Tuesday, October 11, 2022, to address frequently asked questions. That webinar can be viewed here.

USDA launched the Increasing Land Access Program to help underserved producers by increasing land, capital, and market access. The program will fund cooperative agreements or grants for projects that help move underserved producers from surviving to thriving. Land access is critical to the success of agriculture. Underserved producers have not received the amount of specialized technical support that would benefit the launch, growth, resilience, and success of their agricultural enterprises. The Increasing Land Access Program is intended to address this issue by increasing access to farm ownership opportunities, increasing access and improving results for those with heirs’ property or fractionated land, increasing access to markets and capital that affect the ability to access land, and increasing land ownership, land succession, and agricultural business planning.

Funding is available to various government entities including local to Tribal, not-for-profit educational institutions, and non-profit organizations. Non-profit organizations can include Community Development Financial Institutions, foundations, and Tribal financial institutions with a 501c3 status. Individuals, non-domestic entities, and private, for-profit organizations are not eligible to apply.

Eligible applicants can apply through grants.gov, and must submit their applications by 11:59 p.m. eastern time on October 28, 2022. Learn more on our webpage where you will also find a program fact sheet and FAQs.

Questions about this program should be directed to Land.Access@usda.gov.
