Information from FSA County Director

Know your Final Planting Dates

NAP policy holders are reminded that October 15, 2022 is the final date to plant small grains (wheat, rye, triticale) intended for grazing to qualify for coverage under the program.  There are no late-filed provisions for planting small grains after October 15.

October 15, 2022 is also the final planting date for small grains intended for grazing to be considered eligible forage in the Livestock Forage Program (LFP).

Upcoming Deadlines

  • October 10, 2022 - Office closed in observance of Columbus Day
  • October 15, 2022 - Final date to plant small grains intended for grazing for NAP and LFP eligibility
  • November 07, 2022 - Ballots for voting in the Nowata/Washington FSA Committee election for Local Administrative Area #2 (LAA #2) will be mailed out.  Ballots may be mailed back to or dropped off at the Nowata County FSA Office.
  • November 11, 2022 - Office closed in observance of Veterans Day
  • December 05, 2022 - Deadline for Ballots for voting in the Nowata/Washington County FSA Committee election for LAA 1 to be postmarked or returned to the Nowata County FSA Office. 
  • January 17, 2023 - Acreage reporting deadline for small grains
  • January 30, 2023 - LFP and ELAP deadlines for 2022

Our office doors are open from 8:00 am to 4:30 pm for you to drop in and take care of your business; however, appointments are encouraged so that we can serve you more efficiently.  Please contact our office to make an appointment.


Emergency Livestock Assistance Program (ELAP)

ELAP helps livestock producers suffering adverse weather conditions such as drought conditions. Help is available to share a portion of transportation costs. 

Who is eligible:  a producer of eligible grazing livestock.  Eligible livestock is that used to produce food or fiber.  Animals used for leisure, hunting, or show are not considered eligible.  

What is covered: 

  • hauling hay/feed when acquired from non-regular sources;
  • hauling livestock to pastures that are not within the normal use of the producer;
  • hauling water when normal sources are unavailable.  

What to do NOW

  • Producers should provide operation information to be loaded within the USDA producer database. 
  • A current acreage report of grazing acres must be made for 2022.

  • Keep good records of all activities during this disaster condition. 
  • File final paperwork and provide supporting documents to FSA in January.  

Records for this summer:  ALL RECEIPTS MUST BE SIGNED BY ALL PARTIES

  • Hay/feed - receipts should have who, what, when, where, mileage, tonnage, bale count, cost and mileage rate per loaded mile.  
  • Livestock - receipts should have who, what, when, where, livestock type, head count and mileage rate per loaded mile.  
  • Water - dates and where water is loaded and delivered, gallons for each load, livestock type and count that is using the water. 

If you are hauling anything on your own, a daily log record with all of the information will be required for final submission.

At this time, most all counties in Oklahoma are eligible for ELAP.  Contact your local FSA office for forms and more details. 

Eligible livestock include cattle, buffalo, goats and sheep, among others, that are maintained for commercial use and located in a county where the qualifying drought conditions occur. A county must have had D2 severe drought intensity on the U.S. Drought Monitor for eight consecutive weeks during the normal grazing period, or D3 or D4 drought intensity at any time during the normal grazing period. Producers must have risk in both eligible livestock and eligible grazing land in an eligible county to qualify for ELAP assistance.

WATER TRANSPORTATION

For ELAP water transportation assistance, a producer must be transporting water to eligible livestock on eligible grazing land where the producer had adequate livestock watering systems or facilities in place before the drought occurred and where they do not normally require the transportation of water. Payments are for costs associated with personal labor, equipment, hired labor, equipment, and/or contracted water transportation fees. Cost of the water itself is not covered. The ELAP payment formula uses a national average price per gallon.

ABOVE NORMAL COSTS OF TRANSPORTING FEED

ELAP provides financial assistance to livestock producers who incur above normal expenses for transporting feed to livestock during drought. The payment formula excludes the first 25 miles and any mileage over 1,000 miles. The reimbursement rate is 60% of the costs above what would normally have been incurred during the same time period in a normal (non-drought) year.

ABOVE NORMAL COSTS OF TRANSPORTING LIVESTOCK TO FORAGE/GRAZING ACRES

ELAP provides financial assistance to livestock producers who are hauling livestock to a new location for feed resources due to insufficient feed and/or grazing in drought-impacted areas. Assistance for Livestock transportation is retroactive to 2021 and available for 2022 and subsequent years. Please contact your county FSA office for additional details.

For calendar year 2022 forward, producers must submit a notice of loss to your local FSA office within 30 calendar days of when the loss is apparent; if you completed the ELAP survey that means you filed your notice of loss for 2022. For ELAP eligibility, documentation of expenses is critical. Producers should maintain records and receipts associated with the costs of transporting water to eligible livestock, the costs of transporting feed to eligible livestock, and the costs of transporting eligible livestock to forage/grazing acres.

ELAP also offers assistance to producers impacted by wildfire. Contact your county FSA office for more information on ELAP resources for wildfire losses. In addition, beekeepers also can benefit from ELAP provisions and should contact their county FSA office within 15 calendar days of when a loss occurs or from when the loss is apparent.

Supervised Credit from FSA

Farm Service Agency (FSA) farm loans are considered supervised credit. Unlike loans from a commercial lender, FSA loans are intended to be temporary in nature. Our goal is to help you graduate to commercial credit, and our farm loan staff is available to help borrowers through training and credit counseling.

The FSA team will help borrowers identify their goals to ensure financial success. FSA staff will advise borrowers on developing strategies and a plan to meet your goals and graduate to commercial credit. FSA borrowers are responsible for the success of their farming operation, but FSA staff will help in an advisory role, providing the tools necessary to help you achieve your operational goals and manage your finances.
