The U.S. Department of Agriculture (USDA) Farm Service Agency (FSA) encourages all farmers, ranchers, and FSA program participants to take part in the Major County Committee election nomination process.
FSA’s county committees are a critical component of the day-to-day operations of FSA and allow grassroots input and local administration of federal farm programs.
Committees are comprised of locally elected agricultural producers responsible for the fair and equitable administration of FSA farm programs in their counties. Committee members are accountable to the Secretary of Agriculture. If elected, members become part of a local decision making and farm program delivery process.
A county committee is composed of three to 11 elected members from local administrative areas (LAA). Each member serves a three-year term. One-third of the seats on these committees are open for election each year.
County committees may have an appointed advisor to further represent the local interests of underserved farmers and ranchers. Underserved producers are beginning, women and other minority farmers and ranchers and landowners and/or operators who have limited resources.
All nomination forms for the 2021 election must be postmarked or received in the local USDA Service Center by Aug. 2, 2021. This years COC election will be held for Local Administrative Area 2 (LAA 2). Only voters eligible to vote in LAA 2 are eligible to receive a nomination for the upcoming election. Nominees must be willing to serve.
The LAA 2 West boundary is county road N 247, the East boundary follows the Cimarron River north to the bridge by Orienta and the follows county road E 44 East a mile to county road N 257 and then North to the county line. See orange area below.

July 15, 2021: Alfalfa, CRP, Corn, Cotton, Grain Sorghum, Peanuts, Perennial Grass, Sesame, Soybeans, Sunflowers and all other crops.

Jan 15, 2022: Canola, Rye, Triticale, Wheat, and all other fall-planted small grains

In order to maintain program eligibility and benefits, you must file timely acreage reports. Failure to file an acreage report by the crop acreage reporting deadline may cause ineligibility for future program benefits. FSA will not accept acreage reports provided more than a year after the acreage reporting deadline.
Producers are encouraged to file their acreage reports as soon as planting is completed.

Using the correct signature when doing business with FSA can save time and prevent a delay in program benefits.
The following are FSA signature guidelines:
- A married woman must sign her given name: Mrs. Mary Doe, not Mrs. John Doe
- For a minor, FSA requires the minor's signature and one from the minor’s parent
Note, by signing a document with a minor, the parent is liable for actions of the minor and may be liable for refunds, liquidated damages, etc.
When signing on one’s behalf the signature must agree with the name typed or printed on the form or be a variation that does not cause the name and signature to be in disagreement. Example - John W. Smith is on the form. The signature may be John W. Smith or J.W. Smith or J. Smith. Or Mary J. Smith may be signed as Mrs. Mary Joe Smith, M.J. Smith, Mary Smith, etc.
FAXED signatures will be accepted for certain forms and other documents provided the acceptable program forms are approved for FAXED signatures. Producers are responsible for the successful transmission and receipt of FAXED information.
Examples of documents not approved for FAXED signatures include:
- Promissory note
- Assignment of payment
- Joint payment authorization
- Acknowledgement of commodity certificate purchase
Spouses may sign documents on behalf of each other for FSA and CCC programs in which either has an interest, unless written notification denying a spouse this authority has been provided to the county office.
Spouses cannot sign on behalf of each other as an authorized signatory for partnerships, joint ventures, corporations or other similar entities. Likewise, a spouse cannot sign a document on behalf of the other in order to affirm the eligibility of oneself.
Any member of a general partnership can sign on behalf of the general partnership and bind all members unless the Articles of Partnership are more restrictive. Spouses may sign on behalf of each other’s individual interest in a partnership, unless notification denying a spouse that authority is provided to the county office. Acceptable signatures for general partnerships, joint ventures, corporations, estates, and trusts must consist of an indicator “by” or “for” the individual’s name, individual’s name and capacity, or individual’s name, capacity, and name of entity.

In the minds of many, a freshly tilled field is picturesque – cleaned and ordered for the next planting. But we’ve learned from studying soil that heavy tillage isn’t good. When soil is heavily tilled, the stalks and leaves remaining from the previous crop are chopped, disturbing the top several inches of soil. This “fluffing” action allows for better seed placement according to some, but soil scientists say not tilling leads to healthier, more drought-resistant soil.
USDA’s Natural Resources Conservation Service and other groups recommend producers to not till and leave the stalks and leaves, called residue, in place. By not tilling, soil organic matter is enhanced, increasing water infiltration and reducing erosion. No-till is a conservation practice that leaves the crop residue undisturbed from harvest.
Any tillage causes a flush of organic matter decomposition, resulting in loss of soil carbon. Tillage also breaks up soil aggregates, which are important for water infiltration, providing oxygen to plant roots, and reducing erosion.
Healthy soils cycle water and nutrients more efficiently. And they function better, enabling them to buffer against extreme drought and flooding. Plus, they reduce soil loss into waterways, which can cause problems for water quality.
Good management of field residue can increase efficiency of irrigation and control erosion. No-till can be used for many crops in almost any soil and can save producers labor costs and fuel. It’s a sound investment for the environment and the farm.

The USDA Farm Service Agency’s (FSA) Direct Farm Ownership loans can help farmers and ranchers become owner-operators of family farms, improve and expand current operations, increase agricultural productivity, and assist with land tenure to save farmland for future generations.
There are three types of Direct Farm Ownership Loans: regular, down payment and joint financing. FSA also offers a Direct Farm Ownership Microloan option for smaller financial needs up to $50,000.
Joint financing allows FSA to provide more farmers and ranchers with access to capital. FSA lends up to 50 percent of the total amount financed. A commercial lender, a State program or the seller of the property being purchased, provides the balance of loan funds, with or without an FSA guarantee. The maximum loan amount for a joint financing loan is $600,000, and the repayment period for the loan is up to 40 years.
The operation must be an eligible farm enterprise. Farm Ownership loan funds cannot be used to finance nonfarm enterprises and all applicants must be able to meet general eligibility requirements. Loan applicants are also required to have participated in the business operations of a farm or ranch for at least three years out of the 10 years prior to the date the application is submitted. The applicant must show documentation that their participation in the business operation of the farm or ranch was not solely as a laborer.
