Campbell County May updates-May 26, 2021

Message from the CED

You may have noticed a new, updated look to this bulletin.  As part of the USDA’s move towards improved customer service, FSA and NRCS will be collaborating in all future monthly electronic bulletins.  We will continue to provide information on current program offerings and key deadlines through this service.  As always, staff is available to answer your questions by phone and e-mail.

Most of Campbell County remains in a severe drought status according to the most recent U.S. Drought Monitor report, found here Current Map | U.S. Drought Monitor (unl.edu).  USDA disaster programs rely heavily on the data contained in these reports which are updated weekly.  2020 county eligibility for the Livestock Forage Program (LFP) was based on data  provided by the U.S. Drought Monitor, resulting in payments to nearly 250 Campbell County livestock owners and growers.  In 2021 your input may make a difference in disaster program eligibility by submitting drought impact and condition reports from your specific geographical area.  Producers are urged to submit an electronic report by visiting the Drought Impact Reporter, located at the very bottom of the U.S. Drought Monitor Current Map page.  The following link is provided for your convenience  Current Map | U.S. Drought Monitor (unl.edu) .

Keeping Livestock Inventory Records

Livestock inventory records are necessary in the event of a natural disaster, so remember to keep them updated.

When disasters strike, the USDA Farm Service Agency (FSA) can help you if you’ve suffered grazing or feed losses or excessive livestock death losses due to eligible natural disasters, such as drought.

For grazing or feed losses, you must submit a notice of loss to your local FSA office within 30 calendar days of when the loss is apparent and should maintain documentation and receipts. To participate in livestock disaster assistance programs, you’ll be required to provide verifiable documentation of death losses resulting from an eligible adverse weather event and must submit a notice of loss to your local FSA office within 30 calendar days of when the loss of livestock is apparent.

You should record all pertinent information regarding livestock inventory records including:

  • Documentation of the number, kind, type, and weight range of livestock
  • Beginning inventory supported by birth recordings or purchase receipts.

Emergency Loans

Campbell, Sheridan, Johnson, Crook and Weston  Counties were declared a disaster due to drought and heat using the streamlined Secretarial Disaster Designation process. Under this designation, producers with operations in any primary or contiguous counties are eligible to apply for low interest emergency loans.

The streamlined disaster designation process issues a drought disaster declaration when a county has experienced a drought intensity value of at least a D2 (severe drought) level for eight consecutive weeks based on the U.S. Drought Monitor during the crop year.

Emergency loans help producers recover from production and physical losses due to drought, flooding and other natural disasters or quarantine.

Producers have eight months from the date of the declaration to apply for emergency loan assistance. FSA will consider each loan application on its own merits, taking into account the extent of losses, security available and repayment ability. Producers can borrow up to 100 percent of actual production or physical losses, to a maximum amount of $500,000.

Deadline to apply for Emergency Loans is 11-5-2021.

For more information about emergency loans, contact Rob Weppner, Farm Loan Manager at 307-682-8843 Ext 2 or visit www.fsa.usda.gov or www.farmers.gov/fund.
