The International Plant Protection Convention(IPPC) has open seven draft international standards for phytosanitary measures (ISPMs) for country consultation.
These drafts have been developed by nominated experts selected by the Standards Committee (SC). The SC has reviewed these draft standards and approved them for member consultation.

Draft ISPMs
1. Amendments to ISPM 5 Glossary of phytosanitary terms
Members are asked to consider several phytosanitary terms proposed for addition, revision and deletion in ISPM 5.

2. Revision of ISPM 5 Glossary of phytosanitary terms Supplement No. 1 Guidelines on the interpretation and application of the concept of official control for regulated pests
Supplement 1 to ISPM 5 has been amended to include the concept of “Not widely distributed” to the interpretation and application of official control. Both terms are important in understanding the concept of “quarantine pest”. The old text (in light gray) referring to the concept of official control is not open for comments. Only the new underlined text is open for comments.
3. Annex 4 Pest risk analysis for plants as quarantine pests to ISPM 11:2004 and consequential core text changes to ISPM 11:2004
This standard provides guidance for conducting PRA to determine if a plant proposed for import is a pest of cultivated plants or wild flora and to determine whether it should be regulated. It also identifies appropriate phytosanitary measures. The standard does not cover unintentional introduction of plants as contaminants in commodities or conveyances.

4. Revision of Annex 1 to ISPM 15 Approved treatments associated with wood packaging material
The revised Annex 1 clarifies the old guidance regarding concentration over time product (CT) for methyl bromide treatment. There is also new language in the heat treatment (HT) section which includes HT using a conventional steam or dry kiln heat chamber, and HT using a dielectric heat chamber. Again, the old text (in light gray) is not open for comments. Only the new underlined (additions and strikethrough deletions) text is open for comments.
5. Annex to ISPM 27: 2006 Trogoderma granarium
This is the third diagnostic protocol sent for member consultation under the special process for adoption. The Khapra beetle (Trogoderma granarium) is a stored product pest of great importance which causes damage to stored dry commodities and its presence could impact trade.
6. Annex to ISPM 28:2007 Vapour heat treatment of Cucumis melo var. reticulates for Bactrocera cucurbitae
This treatment applies to the vapor treatment of Cucumis melo var. reticulates fruit for Bactrocera cucurbitae.
7. Annex to ISPM 28:2007 Heat treatment of wood packaging material using dielectric heat.
Heat treatment using dielectric heat reduces the risk of introduction and spread of Asian longhorn beetle, pinewood nematode and those pests required to meet the criteria for treatment as prescribed in ISPM 15.

This year, the IPPC will process all comments through a new online system, developed to facilitate the inputting, sharing and collating of comments.
