Export Program Manual (XPM) Transmittal 11/2013-16

 

 

 This is to alert you that the Export Program Manual (XPM) has been updated. Updates are indicated by change bars on the left hand margin of the XPM pages affected.

 

 

The following sections of the XPM have been updated:

• Section 2-1-3 – Policy

Update to the formatting of the Additional Official Phytosanitary Information policy

 

• Section 2-1-4 – Policy

This update includes a change labeled Commercial Information. This updates the previous Letter of Credit policy statement to include other commercial information

 

• Section 2-1-5 – Policy

Update to the Confidentiality policy to update the Legislative and Public Affairs Staff, APHIS, USDA contact information

 

• Section 2-1-7 – Policy

This update updates the previous Treatments policy and clarifies Export Treatments

 

• Section 2-1-11 – Policy

Update to Seed Sampling and Testing to improve formatting

 

• Section 2-1-14 – Policy

Update includes a new policy statement on the Phytosanitary Export Database (PExD)

 

• Section 2-1-15 – Policy

Update includes the addition of the PPQ Form 578 – Export Certificate, Processed Plant Products to the Phytosanitary Certificate Issuance & Tracking (PCIT) policy

 

• Section 3-5-7 – General Procedures – Completing PPQ Forms 577 and 579

Update includes a new PPQ Form 577, Phytosanitary Certificate specimen for FIGURE 3-5-2 that reflects the use of the new USDA logo. Previous supplies of this form with the old USDA Departmental seal are valid until all supplies are exhausted

 

• Section 3-5-8 – General Procedures – Completing PPQ Forms 577 and 579

Update to Block, TO: THE PLANT PROTECTION ORGANIZATION(S) OF, to address guidance on obtaining the correct approved country name for 4- part certificates for PPQ Form 577 and clarifies the use of transiting country entries in this block

 

• Section 3-5-11 – General Procedures – Completing PPQ Forms 577 and 579

Update includes a new PPQ Form 579, Phytosanitary Certificate for Reexport specimen for FIGURE 3-5-3 that reflects the use of the new USDA logo. Previous supplies of this form with the old USDA Departmental seal are valid until all supplies are exhausted

 

• Section 3-5-12 – General Procedures – Completing PPQ Forms 577 and 579

Update to Block, TO: THE PLANT PROTECTION ORGANIZATION(S) OF, to address guidance on obtaining the correct approved country name for 4- part certificates for PPQ Form 579 and clarifies the use of transiting country entries in this block

 

• Section 3-6-4 – General Procedures – Completing PPQ Form 578

Update includes a new PPQ Form 578, Export Certificate, Processed Plant Products specimen for FIGURE 3-6-1 that reflects the use of the new USDA logo. Previous supplies of this form with the old USDA Departmental seal are valid until all supplies are exhausted

Update includes current dates of expiration for Federal-State Memorandums of Understanding

 

• Appendix A – Internal Communication

Update includes simplified guidance, the addition of National Operations Manager (NOM) contact information, and Export Services contact information.

 

• Appendix C – Approved Country Names

Update removes the previous Approved Country Names appendix and replaces it with the PCIT appendix. Users must now obtain the correct approved country name from PExD

 

• Appendix F – Supplemental Forms

Update includes the current specimen of FGIS Form 921-2 – Insects in Grain
