IMMEDIATE UPDATE: Animal Product Manual Replacement by VSPA 12-7-2022

Effective December 7, 2022, the Animal Product Manual (APM) will be removed from its public-facing USDA website. The APM is an internal guidance document intended for use by U.S. Customs and Border Protection (CBP) and APHIS staff, and it will remain available to CBP and APHIS staff on an internal website.

Moving forward, the public-facing guidance for regulating animal products, byproducts, and organisms and vectors will be the Veterinary Services Permitting Assistant (VSPA), which can be found at https://efile.aphis.usda.gov/s/vs-permitting-assistant. The VSPA provides guidance on APHIS Veterinary Services (VS) requirements for import, transit, and domestic interstate movement of VS-regulated commodities. Stakeholders must use the VSPA to determine the admissibility requirements for the commodity(ies). A permit application will only need to be completed if an APHIS veterinary permit is required.

For information on import, transit, and interstate movement requirements for animal products, byproducts, and organisms and vectors, stakeholders should refer to the VSPA. If there are additional questions after using the VSPA, stakeholders should email their animal products, byproducts, and organisms and vectors-related questions to APIE@usda.gov.
