Dear Plant Protection and Quarantine (PPQ) Permit Holder,

The U.S. Department of Agriculture’s (USDA) Animal and Plant Health Inspection Service (APHIS) is updating its permitting system from ePermits to APHIS eFile. Currently, APHIS eFile is issuing PPQ 587 Plant and Plant Product Import Permits and PPQ 621 Protected Plants Import Permits—all PPQ permit types will be issued from APHIS eFile by early 2023.

Starting January 1, 2022, PPQ will issue only single-year permits in ePermits. Any ePermit applicant submissions submitted but not processed by January 1, 2022, will issue as a single-year permit.

When additional permit types become available in APHIS eFile, PPQ will issue a Stakeholder Registry Announcement. Permits that are issued in APHIS eFile will continue to be multi-year permits.

Current permits issued from ePermits will not be transferred to APHIS eFile.
