USDA Wildlife Services Co-Posts DOD Request for Environmental Proposals

The United States Department of Agriculture (USDA) Wildlife Services program is co-posting a Department of Defense (DOD) solicitation for proposals because at least one request relates to wildlife damage management.  In January, the Environmental Security Technology Certification Program (ESTCP), a DOD program, solicited proposals for demonstrations of environmental and installation energy technologies beginning in Fiscal Year 2021. It is interested in receiving proposals from other Federal agencies for innovative technology demonstrations that address the DOD requirements.

Non-DOD organizations are invited to present pre-proposals for “Enhanced Biosecurity and Strategic Mobility with Improved Brown Tree Snake Control.” ESTCP seeks projects that improve the efficiency of trapping and removal of brown tree snake in high-density and low-density scenarios or provide operational analysis of current methods.   Other solicited project topics include innovative technology transfer approaches, management of contaminated groundwater, building level energy storage, and other issues.

Awardees will be selected through a multi-stage review process, including a brief pre-proposal, a full proposal, and an oral presentation. Based on the pre-proposal evaluation, each submitter will be notified whether ESTCP does or does not request the submission of a full proposal. Pre-proposals must be received no later than 2:00 p.m. Eastern Time on March 5, 2020. Instructions for submittal can be found on the ESTCP website.
