Continuity of Operations Plan for GLOBAL INTEGRITY & Email Sign Up for System Outage Notifications
This notice announces a new technology service and Continuity of Operations Plan (COOP) for the GLOBAL Organic Integrity Database (GLOBAL INTEGRITY) and invites stakeholders to sign up to receive email updates on the status of GLOBAL INTEGRITY.
On March 19, 2024, USDA implemented the Strengthening Organic Enforcement final rule requiring certifiers to use GLOBAL INTEGRITY to issue electronic import certificates for organic products coming into the U.S. As with all technology, there will be times when GLOBAL INTEGRITY is unavailable because of planned and unplanned system outages.
To prevent these system outages from slowing or stopping trade into the U.S. organic market and to ensure operations continue, the USDA National Organic Program (NOP) will email the import community with information about GLOBAL INTEGRITY system updates, outages and return to normal operations. To receive these updates, please subscribe to the NOP System Outage email notification service.
During a system outage, certifiers should temporarily delay issuing import certificates. If a certifier is unable to delay issuing a certificate, the NOP authorizes certifiers to issue a paper import certificate.
The list below describes who will be affected by outages and how the NOP will reference different parts of GLOBAL INTEGRITY in email notifications:

GLOBAL INTEGRITY: The entire Organic INTEGRITY Database system, including the public website (USDA registry of certified operations) and the Trade Partner and Import Certificate modules.

INTEGRITY Module: The Organic INTEGRITY Database module used by USDA-accredited certifiers to enter and update information on USDA certified operations.

Trade Partner Module: The Organic INTEGRITY Database component used by trade partner governments and their accredited certification bodies to enter and update organic operations certified under USDA organic trade arrangements.

NOP Electronic Import Certificate Module: The Organic INTEGRITY Database component used by all USDA-accredited certifiers to issue electronic NOP Import Certificates for organic products imported into the U.S.
