Administrative Leave for COVID-19 Boosters

On June 22, 2022, the Office of Personnel Management (OPM) advised all Federal agencies that the Centers for Disease Control and Prevention (CDC) has recommended a COVID-19 vaccination for children ages 6 months through 5 years of age. We are asked to continue supporting the Administration’s COVID-19 vaccination efforts through the granting of administrative leave for COVID-19 vaccinations and boosters. The following guidance contains highlights from the attached OPM notice (CPM 2022-10).

  • Supervisors must continue to grant up to four (4) hours of administrative leave (TC 66) to employees receiving a COVID-19 vaccine or booster for themselves and/or when accompanying a qualifying family member. This now includes children ages 6 months to 5 years of age as long as the child meets the definition of a qualifying family member.
  • A qualifying child means a:
    • Biological, adopted, step or foster child of the employee;
    • Legal ward of the employee;
    • Person for whom the employee stands in loco parentis; or
    • Child of the employee’s spouse or domestic partner. (See 5 CFR 630.201).
  • Administrative leave is granted per dose per qualifying family member that an employee accompanies. For example, if an employee accompanies a qualifying family member to three (3) COVID-19 vaccine doses (initial two [2] doses and booster), then the employee is granted up to 12 hours of administrative leave.
  • If less time is needed to accompany the family member or for an employee’s own vaccination then only the amount of administrative leave needed is granted.
  • Employees must request and obtain advance approval from their supervisor.
  • Administrative leave or overtime may not be granted for time spent receiving or accompanying a family member to a vaccine or booster outside of the regularly scheduled tour of duty.
  • This is retroactive to July 29, 2021.
