Agricultural Market Reporter (GS 5-9)

Des Moines, IA; St. Joseph, MO; New Holland, PA

The market reporter/auditor position in the Livestock, Poultry, and Grain Market News Division provides accurate and impartial agricultural commodity information. This includes economic factors such as supply, demand, movement, distribution, price trends, and other related factors in regards to livestock, poultry, eggs, meat, hay, grain, and other commodities:

The incumbent: 

  • Conducts collection and analysis of information relative to market conditions.
  •  Establishes contacts and confers with stakeholders.
  • Studies operations, as well as market reports.
  • Prepares market reports for daily, weekly, and monthly dissemination. 
  • Regularly reviews reports of other markets and general economic information material.
  • Carries out enforcement by conducting investigative work and surveillance.
  • Compiles evidence to be used as a basis for formal action against violators.

Secretary (GS 7-9)

Washington, D.C.

The Dairy Program (DY Program), a part of the Agricultural Marketing Service (AMS), is responsible for facilitating the efficient marketing of milk and dairy products.

The incumbent performs a variety of administrative duties in support of the DY Program including:

  • Supporting the Deputy Administrator, Division Directors and DY Program division staff. 
  • Manages the day-to-day Office of the Deputy Administrator (ODA) functions.
  • Receives telephone calls and visitors into the office.
  • Reviews and audits ODA staff time and attendance. 
  • Maintains the calendars of ODA staff appointment and synchronizes meeting schedule.
  • Prepares, coordinates and arranges meetings and conferences.
  • Makes  travel arrangements for executives and senior staff.

Agricultural Marketing Specialist (GS 7-12)

Fresno, California or Winter Haven, Florida

The position is located in the Fresno, California, or Winter Haven, Florida, Field Offices of the Specialty Crops Program (SCP). The Division carries out a variety of programs relating to the development and administration of marketing agreement and order programs and import quality regulations of fresh, dried, and processed fruits, vegetables and specialty crops. 

 The incumbent:  

  • Serves as an advisor to assigned committees on the application and interpretation of the regulations of the Secretary. 
  • Provides guidance orally and/or in writing to committee staff/industry members. 
  • Represents the Department to industry and to internal and external customers.  
  • Participates in committee meetings and meetings with industry groups, as necessary. 
  • Advises managers and committee chairpersons on the proper conduct of the meetings.
  • Conducts analyses of marketing order committee recommendations.
  • Drafts and prepares informal rulemaking documents. 
  • Provides guidance and assistance to industries on compliance issues and investigations. 
  • As necessary, assists the Office of the General Counsel (OGC) in preparing cases for court.
  • Oversees the financial activities of assigned committees.
  • Responds to inquiries from government agencies, industry groups, and the public.
  • Reviews and analyzes material obtained, prepares statistical charts and graphic representations where appropriate, and any required written reports.
  • Reviews OGC and DOJ briefs.  Explains court decisions to committees.

Equipment Review Specialist (GS-10)

Midwest

The National Field Office is responsible for the inspection and grading of dairy products.

 The incumbent:  

  • Conducts field review of sanitary designs for dairy processing equipment and processing facilities.
  • Reviews and evaluates blueprints and design drawings of proposed equipment/facilities at plant locations and makes initial determinations.  
  • Evaluates prototype or production models of equipment presented for review.
  • Consults with design engineers, sales representatives, installers, or dairy plant management on sanitary aspects of facilities and equipment designs to assure that program standards are met.
  • Prepares written reports documenting the results of the reviews and consultations, and makes recommendations to the Equipment Specialist for action.
  • Makes a methodical check and evaluation of the plant's facilities, processing equipment, processing and packaging methods, sanitary procedures, and quality improvement program for the raw milk going into the manufacture of its products.
  • Prepares detailed inspection reports to determine plant compliance.
  • Meets with plant management to explain plant evaluation and makes recommendations.
  • Selects representative samples of product for test weighing and for container and product quality examination and submits to the AMS Science Division Laboratory for bacteriological analysis.
  • Applies and interprets official standards, contract specifications, and instructions in the inspection of grading of butter, cheese, dry milk and other dairy or related non-dairy products and prepares graders' memoranda, sampling reports and/or official certificates for product inspected or graded.
  • Checks accuracy of scales for weighing and establishes an accurate tare weight of packaging material.
  • Inspects product at the time of loading in order to identify the commodity as that which was previously inspected and found to meet quality requirements of the contract or specification.
  • Examines the lot at time of loading for condition of containers and for compliance with labeling and case marking requirements.
  • Performs check grading and appeal grading on dairy plants and product.

Agricultural Commodity Grader (GS 5-9)

Nationwide

The National Field Office is responsible for administering the nationwide inspection and grading of nonfat dry milk, cheese, butter and other dairy and related products at terminal markets, shipping points, assembling and packaging plants, and inspection of dairy processing, packaging and manufacturing plant facilities and equipment.

  The incumbent:

  • Conducts plant survey inspections of dairy processing plants.
  • Conducts a methodical check and evaluation of facilities, processing equipment, processing and packaging methods, sanitation procedures, and quality improvement programs at dairy plants.
  • Prepares detailed inspection reports to determine plant compliance.  
  • Meets with plant management to explain plant evaluation findings and makes recommendations for correction.
  • Conducts follow-up visits, as required, to monitor and assess problem areas.
  • Selects representative samples of product for test weighing and for container and product quality examination.
  • Prepares samples for transmittal to designated laboratory for chemical and bacteriological analysis. 
  • Checks accuracy of scales for weighing and establishes an accurate tare weight of packaging material.
  • Applies and interprets official standards, contract specifications, and instructions in the inspection or grading of butter, cheese, dry milk and other dairy or related products.
  • Determines the final U.S. Grade according to official Grade Standards for each lot and unit.
  • Prepares graders' memoranda, sampling reports and/or official certificates for product inspected or graded.

Auditor (GS 5-9)

East Coast

The National Field Office is responsible for administering the nationwide inspection and grading of nonfat dry milk, cheese, butter and other dairy and related products at terminal markets, shipping points, assembling and packaging plants, and inspection of dairy processing, packaging and manufacturing plant facilities and equipment.

The incumbent:   

  • Conducts plant survey inspections of dairy processing plants.
  • Plans, schedules, conducts, and reports the results of verification audits.
  • Conducts a methodical check and evaluation of facilities, processing equipment, processing and packaging methods, sanitation procedures, and quality improvement
  • Prepares detailed inspection reports to determine plant compliance.
  • Meets with plant management to explain plant evaluation findings.
  • Conducts follow-up visits, as required, to monitor and assess problem areas.
  • Selects representative samples of product for test weighing.
  • Applies specifications to condition of containers and determines degree of defects.  
  • Assists lower graded graders with difficult or controversial grading and inspection situations.
  • Checks accuracy of scales for weighing.
  • Applies and interprets official standards, contract specifications, and instructions.
  • Determines the final U.S. Grade according to official Grade Standards. 

Compliance and Enforcement Specialist (GS 9-13)

Washington, D.C.

The Compliance and Enforcement Branch has primary responsibility for planning and administering program compliance and enforcement, litigation coordination, and compliance plans.  

The incumbent:  

  • Conducts complex technical assistance and analysis on issues.
  • Initiates appropriate alternative enforcement options and recommendations.
  • Oversees the assessment and direction of complex enforcement action requests.
  • Prepares requests to the Office of the General Counsel for administrative adjudicatory actions and requests for investigations to the Office of Inspector General.
  • Prepares administrative subpoenas and other documents.
  • Provides legal support to the Office of the General Counsel for administrative hearings.
  • Acts as a liaison between the fruit and vegetable marketing order programs and the OGC.
  • Establishes and maintains contacts with key program and administrative personnel within and outside the Agency to assure good working relationships at the operating level.
  • Plans, coordinates, and conducts on-site compliance and internal control reviews.
  • Monitors and resolves review findings to assure reported deficiencies are remedied.
  • Conducts audits (either on-site or by mail) of importers of Section 8e commodities.
  • Analyzes and evaluates Branch compliance and enforcement activities.
  • Reviews and evaluates compliance cases.
  • Assists in maintaining computer database system on compliance activities.
  • Provides training to headquarters, marketing field office & marketing order program staff.
  • Makes presentations at conferences and seminars sponsored by various groups.

Compliance Staff Assistant (GS 9-11)

Washington, D.C.

Serves as a Compliance Staff Assistant who provides a variety of duties related to compliance and enforcement activities by coordinating investigative activities, ensuring that cases are supported by evidence, conducting investigations, and providing guidance to the Compliance and Enforcement Assistants. 

The incumbent:

  • Carry outs a variety of analytical assignments related to marketing agreement and order program compliance and enforcement, Section 8e import requirements, and the Export Fruit Acts. 
  • Participates in inspections and investigations on significant issues.
  • Resolves and closes 8e Import Compliance cases.
  • Conducts audits (either on-site or by mail) of importers of Section 8e commodities to monitor compliance with Section 8e requirements.
  • Drafts stipulations agreements, payments, administrative subpoenas and other documents necessary to carry out investigations of alleged violations for review.
  • Coordinates investigative activities and the distribution of correspondence and/or updates with MOAD regional field offices, stakeholders, and other government agencies when applicable.
  • Assists with preparing requests to the Office of General Counsel.
  • Attends and makes presentations at conferences and seminars sponsored by various groups. 

Budget Analyst (GS 7-13)

Washington, D.C./Varies

The financial management analyst is responsible for evaluating the relationships between major program changes and the financial status of organization, ensuring adequate funds for program coverage.

This includes:

  • Developing and using spreadsheets and databases for use in capturing, manipulating and reporting program financial data.
  • Developing year-end estimates based on historical and/or current data in an effort to make NFC's year-end financial reports as accurate as possible.
  • Generating and reviewing accounting reports for accuracy and completeness.
  • Managing accounts payable and receivable functions to include processing of Program billings and collections.

Agricultural Commodity Technician (GS 4-6)

Nationwide

The incumbent serves as an Agricultural Commodity Technician (ACT) in a grain inspection
field office or suboffice performs the full range of sampling, analytical and physical testing, and weighing in the office, serves as a troubleshooter in resolving technical issues related to these areas, and has the ability to communicate the results to industry personnel. 

  • Performs the full range of laboratory analytical and physical tests found in assigned field office.
  • Performs visual inspection and mechanical measurements.
  • Monitors grain collected during export loading operations.
  • Conducts stowage examinations in shipholds, barges, hopper
    cars, and other containers to ensure cleanliness and acceptability of storage handling facilities.

 


Emergency/Disaster Management Specialist (GS-13)

Washington, D.C.

The incumbent is responsible for planning, developing, organizing, implementing, leading, and evaluating the safety, occupational health, security, and emergency/disaster preparedness programs within the agency and its program areas. This position requires a “Secret” security clearance. Position is of an emergency nature; therefore, incumbent is subject to call twenty-four hours a day and may be required to relocate to an emergency relocation site for a period of time.

The incumbent:

Develops, directs, and implements policies and procedures to ensure that Agency goals and objectives concerning emergency/disaster management and response.

Develops a plan to ensure employees receive the necessary and proper training for responding to emergencies/disasters.

Is responsible for creating and maintaining a program specific informational intranet web site.

Provides advice and counsel to agency programs on unusual situations and/or policy interpretations as they may relate to emergency/disaster management and/or Homeland Security.

Serves as the technical expert for all functions of the agency emergency/disaster preparedness program.


Resource Management Officer (GS-14)

Washington, D.C.

The incumbent serves as a Resource Management Officer responsible for managing the full range of activities provided by the administrative staff to its client organizations and offices.  The incumbent  provides policy oversight, guidance, interpretation, and direction for administrative services activities, evaluates and develops recommendations to staff office personnel at both headquarters and field locations related to the broad and complex functional areas defined above. 

The incumbent:

  • Provides technical and administrative direction, coordination, and control in the formulation and execution of approved policies.
  • Advises program officials on position controls, structure, and alternative methods for filling personnel requirements.
  • Monitors official personnel reports for discrepancies in areas serviced.
  • Promotes and advises on personnel programs (e.g. the employee assistance program, various intern programs, etc.).
  • Keeps the supervisor and client organization management officials informed of potential problem areas that may arise as a result of policy determinations, funding changes, personnel reassignments, or legislative changes.
  • Formulates and directs a program providing a variety of complex analytical assignments related to the provision of Agency management and administrative services.
  • Evaluates, plans, and directs critical agency functions related to the development and presentation of procurement and acquisition plans and programs for the various client programs and staff offices.
  • Coordinates the preparation of obligation and expenditure schedules, special studies, and reports when necessary.
  • Maintains current information on the status of all operations and maintenance funds and identifies actual or potential problem areas, trends, deficiencies, areas of imbalance, or other factors that could impact the effective control and use of these funds. 
  • Establishes guidelines and performance expectations for staff supervised that are clearly communicated through the formal employee performance management system.
  • Provides informal feedback to staff reporting to the incumbent and periodically evaluates employee performance.
  • Resolves informal complaints and grievances arising between management and staff employees.
  • Develops work improvement plans and recommends personnel actions as necessary.

Administrative Services Specialist (GS 7-11)

provides operational and policy oversight to assigned functional areas, plans and directs the overall coordination and implementation of White House, USDA, and other Government-wide initiatives, and directs the development and implementation of major policies and initiatives to ensure effective use of resources and accomplishment of program mission. 

PAD is also responsible for AMS’ consolidated Administrative Staff providing Program-level human resources, administrative services, OWCP, EAP, ADR, Worklife For You, and other related activities

  • Serves as the Staff’s contact person on the full range of transit subsidy, travel, US Bank, telecommunications, training, and Concur related issues.
  • Prepares correspondence on a variety of administrative matters to internal and external
  • customers.
  • Assesses trends for the potential impact on the client base and provides innovative solutions/recommendations to various administrative needs based on analysis in a variety of management areas. 
  • Reviews, analyzes, and evaluates existing acquisition, travel, and transportation regulations, directives, policies, procedures, and instructions.
  • Plans, schedules and conducts studies of a variety of administrative activities to prepare data and information in support of various Departmental, Agency and Program initiatives.
