Good afternoon Stakeholder,

Thanks to the work of many of you, we continue to make progress in the reorganization. Over the past week, the joint IT team has completed the email migration for most support staff in the GIPSA Administrator's office. Senior leadership has begun meeting with the reorganization teams to finalize implementation plans, and we have started developing divisional and branch level organizational charts.

As many of you know, the department is having issues with Outlook. To avoid compounding the issues, we are delaying additional email migrations until the system issues have been resolved. The IT team has been in contact with those affected, and we are confident that all GIPSA email accounts will still be completed by the original goal of Oct. 31. The FSA email migration will also be accomplished on schedule. 

As the implementation plans for divisions move forward, we plan to share details with you on structure and staffing as soon as they are available. We also plan to meet directly with incoming staff over the coming weeks to share details and hear feedback. Watch for details as each meeting is scheduled. We are also working to ensure customers and staff continue to have easy access to the web pages and electronic documents they need. As we begin the process of phasing out the acronym GIPSA, the existing GIPSA home page will be merged into the AMS website. All interior web pages and documents will remain intact and all links will continue to work. So, your customers do not need to change their bookmarks now. 

In November, we will begin developing the web transition schedule and setting up meetings with program staff to plan the move of your content to the AMS system. Given the volume of material involved we expect this transition will take 9-12 months to fully complete. Even after the transition, we plan to continue automatically directing existing links to their new home so that customers can always find what they need.

Frequently Asked Questions

Question: Will we be required to acquire a new LincPass?

Answer: Migrated users do not have to update their LincPass card or certificates at this time.

Question: According to the AMS Commodity Procurement Program Organizational Chart, my branch is now in the International Commodity Procurement Division. Does that mean that I will be reporting to the International Commodity Procurement Division chief?  If this transition is to be transparent and stress-free, why the secrecy regarding the branch and division chiefs and who we will report to?

Answer: The organizational chart had an error in the name of the Commodity Management Support Branch, as this should have been listed as the Commodity Procurement Branch.  Therefore, if you are currently in International Procurement Division (IPD), you will remain in that Division in AMS. If you are currently in the Business Operation Support Division (BOSD) or the Contract Reconciliation Division (CRD), we have found that those Divisions support both warehousing and procurement activities, which will be housed in two separate organizations in AMS. We are currently working to understand those support activities in order to determine the number of BOSD and CRD employees needed in each of the organizations to ensure that both warehousing and procurement are sufficiently supported. We hope to have this completed within the next couple of weeks, so we can share specifics with all employees.
