The U.S. Consumer Product Safety Commission (CPSC) recently issued updated guidance regarding the list of Harmonized Tariff Schedule (HTS) code that will be flagged in the Automated Commercial Environment (ACE), beginning July 8, 2026, to support importers and customs brokers in preparing for full implementation of CPSC’s Electronic Filing (eFiling) requirement for Certificates of Compliance.
The guidance includes a list of approximately 600 HTS codes that CPSC believes are likely to include products subject to a mandatory standard or are otherwise deemed high-risk. However, it is important to note that the list does not encompass all HTS codes that may contain a product requiring an electronic certificate.
Responsibility for submitting an eFiled certificate, when required, rests with the importer. The HTS code list is intended to assist the trade community by indicating when CPSC and U.S. Customs and Border Protection (CBP) will flag specific HTS codes.
Participants are encouraged to visit the CPSC website’s Document Library to access the newly published HTS list, along with additional eFiling-related guidance and supporting materials.
Sincerely,
CPSC eFiling Team
