What is the status of CNCS implementation of the consolidated
grant management circulars?
CNCS has created a cross-program team that
includes representatives from AmeriCorps, Office of Field Liaison, Senior
Corps, the Social Innovation Fund, General Counsel, the Office of Grants
Management, and the Federal Financial Management Center to plan implementation.
This team is working through the new guidance, focusing on pre-award; subaward;
oversight, monitoring, and audits; and performance management.
This group will then provide its analyses and
conclusions to implementation teams focusing on Notices of Federal Funding, Grant
Terms & Conditions, and Training and Communications. You can find the final

When do the new provisions take effect?
The new provisions apply to all CNCS grants
awarded on or after December 26, 2014. We will be providing additional guidance
on how to start implementing key provisions following submission of our
regulatory changes to Office of Management and Budget (OMB) and revision of our
current policies and procedures.
Is training available on the revised Circular?
On January 27, 2014 , the Council on
Financial Assistance Reform (COFAR) provided webcast training on the major
updates to the consolidated grant management circulars. Presenters
provided the public with a comprehensive overview of the guidance, insight into
the COFAR’s deliberative process during the preceding two year development
process, and addressed frequently asked questions.
