Pre-Approved Alternative Search Procedures
Expire on Dec. 31, 2019
Dear Grantees,
On Nov. 15, 2018, CNCS announced a series of National Service Criminal History Check (NSCHC) changes, including the Dec. 31, 2019 expiration of all approved individual ASP/Exemptions and the expiration of several Pre-Approved Alternative Search Procedures (ASPs). Individual ASPs/Exemptions are specific ASPs/Exemptions requested by the grantee. Pre-Approved ASPs are ASPs approved for all grantees to use and do no need separate written approval from CNCS prior use.
Prior to Dec. 31, 2019, grant recipients and subrecipients (grantees) need to ensure they have made appropriate policy and procedural updates so their policies do not rely on expiring ASPs/Exemptions and/or Pre-Approved ASPs..
As of Dec. 31, 2019, any existing, individual ASP/Exemption requests will expire and will no longer be available for use.
The following Pre-Approved ASPs will expire on Dec. 31, 2019:
- Ceasing Accompaniment
- Maintaining Clearance Letters in Lieu of Actual NSCHC Results
- Unreadable Fingerprint Rejected during Departmental Order FBI Checks
- Prohibited by State Law from Maintaining Results or Sharing Results
As of Jan. 1, 2020, there will only be three Pre-Approved ASPs:
- Use of Truescreen for NSOPW and/or State Checks
- National Fingerprint File States
- Disability Accommodation Exemption for FBI Fingerprint Checks
