National Service Criminal History Check Update

Dear Grantees,

In November, I shared the availability of new tools and policies in support of our national service criminal history check (NSCHC) program. Our priorities with this program remain to fundamentally help ensure the safety of vulnerable populations throughout the communities we serve by: eliminating barriers to compliance with NSCHC, reducing NSCHC noncompliance, and reducing the monitoring burden on grantees and CNCS.

In support of these goals, CNCS established an Exemption Period to allow for NSCHC rechecks. As you may know, this Exemption Period is being extended to June 30, 2019. During this Exemption Period, CNCS will not take administrative enforcement action against grant recipients for past noncompliant NSCHCs for eligible individuals in covered positions. This is being done to ensure that all grantees, and subgrantees as applicable, wishing to take advantage of this opportunity will have the ability to complete rechecks through CNCS-contracted vendors.

On behalf of CNCS, I want to thank those of you who have been working with Truescreen and Fieldprint to use the Exemption Period. If you have not already taken advantage of this Exemption Period, we strongly encourage you to do so.

As we announced in November and in our respective program director messaging this week, CNCS will implement a new policy for NSCHC enforcement at the conclusion of the Exemption Period. This will include a cost-based disallowance structure. This shift further underscores the importance and value of the exemption period and the seriousness with which CNCS takes the safety of our beneficiary populations and NSCHC compliance.
