The
Federal Funding Accountability and Transparency Act (FFATA) requires federal
grantees to report sub-awards over $25,000 (a/k/a, sub-grants) into www.FSRS.gov,
by the end of the month following the obligation of the sub-award.
Please ensure that your reporting is complete and current.
Once submitted, the data is available for public access at www.USASpending.gov.
We encourage all grantees to become familiar with the FSRS reporting system,
and the data accessible at the recently upgraded USASpending.gov. If you need
technical assistance, you will find help desk resources at www.FSRS.gov.
We know the importance of having timely, accurate information on USASpending.gov. That is why by the 5th of each month, we upload the prior month’s CNCS grant award data. CNCS’s schedule gives prime grantees about 25 calendar days to post their prior month’s subaward data. If your prime grant award data is not up-to-date in USASpending.gov, please notify your grants officer for assistance.
CNCS
uses USASpending records to validate organizations’ access to our National
Service Criminal History Check Channeler. Missing sub-grant award records
can delay or block access to this important FBI check resource. We
also have found that Congress uses USASpending as its first stop for grant
data. For these reasons, and because we aspire to improve government
transparency, in addition to your required reporting, we encourage you to voluntarily report all sub-awards no
matter what the amount, including $0 sub-grants awarded to support
non-financial volunteers, federal benefits, as well as sub-awards designed to
pass-through matching funds. Compliance is only tested for
reporting sub-awards over $25,000. If you operate service sites and stations, and similar locations
where individuals are placed to perform their volunteer service, but do not
make a sub-grant to those locations (e.g. AmeriCorps VISTA), you do not report
those associations.
