1115 Waiver Demonstration - Delaware Diamond State Health Plan - Extension Request

On December 28, 2022, Delaware submitted a request for a five year extension of the Delaware Diamond Health State Plan section 1115 demonstration. Under this demonstration, the state is authorized to provide Medicaid benefits through its managed care system. This demonstration also authorizes the state to provide (1) long-term services and supports (LTSS) to eligible individuals through DSHP Plus; (2) enhanced behavioral health services and supports for targeted Medicaid beneficiaries through PROMISE, which is a voluntary program; (3) high-quality, clinically appropriate SUD treatment services for short-term residents in residential and inpatient treatment settings that qualify as an institution for mental diseases; (4) adult dental services; (5) COVID-19 demonstration amendment authorities focused on LTSS services (e.g., provider retainer payments, expanded home-delivered meals) to address the COVID-19 Public Health Emergency (PHE) and (6) coverage for former foster care youth under age 26 who were in foster care under the responsibility of another state or tribe when they “aged out” of foster care at age 18 (or such higher age as elected by the state), were enrolled in Medicaid at that time, and are now residents in Delaware applying for Medicaid. The federal public comment period will be open from January 13, 2023 through February 12, 2023.
