The Centers for Medicare & Medicaid Services (CMS) released The Five Key Policy Topics from the Updated Manual on State Payment of Medicare Premiums Webinar.  We designed this webinar for state Medicaid policy staff to introduce five key policy topics addressed in the updated Manual for State Payment of Medicare Premiums (formerly called “State Buy-in Manual”) released on September 8, 2020. The manual updates information and instructions to states on federal policy, operations, and systems concerning the payment of Medicare Parts A and B premiums (or buy-in) for individuals dually eligible for Medicare and Medicaid. The manual and other technical assistance products are part of CMS’ Better Care for Dually Eligible Individuals Strategic Initiative (PDF) aimed at improving quality, reducing costs, and improving customer experiences.

The webinar can be viewed on YouTube at https://youtu.be/tNTBO3I0LFw.  The manual and other training material is available at: https://www.cms.gov/medicare-medicaid-coordination/medicare-medicaid-coordination-office/state-payment-medicare-premiums.

Interoperability and Patient Access Final Rule Call

Wednesday, December 9 from 1:30 to 3 p.m. EST

On May 1st, CMS released the Interoperability and Patient Access final rule, listing ways to give patients better access to their health information. Using data exchange through secure Application Programming Interfaces (APIs), we took a first step in making health information more available to patients and moving toward greater interoperability across the health care system. This approach to data exchange will allow patients to make informed decisions and reduce burden on payers and providers.

During this call, we’ll answer your questions about implementing these policies:

  • Public reporting and information blocking – targeting late 2020/early 2021
  • Provider digital contact information in the National Plan and Provider Enumeration System – targeting March , 2021
  • Revisions to the Conditions of Participation (CoPs) of for hospitals and critical access hospitals – effective April 30, 2021
  • Patient Access API – enforced after July 1, 2021
  • Provider Directory API – enforced after July 1, 2021
  • Payer-to-payer data exchange – effective January 1, 2022
  • Improving the dual eligible experience – effective April 1, 2022
