1115 Waiver Demonstration - New York Medicaid Redesign Team - MLTC Changes Amendment Request

New York submitted a section 1115 demonstration amendment application proposing to make two changes to its Managed Long Term Care (MLTC) plans. The first change would permit the state to stop applying certain MLTC eligibility criteria for certain beneficiaries found in need of Community Based Long Term Care Services (CBLTCS) for a continuous period of more than 120 days. The second change would allow certain dual eligible beneficiaries who do need CBLTCS, and who voluntarily enroll in a Medicare Dual Eligible Special Needs Plan (D-SNP) with a qualified mainstream plan, to stay or be enrolled voluntarily in the plan with an exemption. The federal public comment period will be open from November 27, 2020 through December 27, 2020.
