On June 29, 2018, the state of Delaware submitted an amendment to the Delaware Diamond State Health Plan section 1115 demonstration. The state proposes to provide coverage for substance use disorder (SUD) services in settings that qualify as institutions for mental diseases (IMD). The goal of the demonstration amendment is for Delaware to improve outcomes for Medicaid individuals experiencing SUD by maintaining and expanding access to SUD services, including inpatient and residential SUD services in settings that qualify as an IMD, as part of a full continuum of treatment services.

The federal public comment period will be open from July 13, 2018 through August 12, 2018.
