Today, the Centers for Medicare & Medicaid Services (CMS) released an Informational Bulletin (CIB) that describes states’ ability to implement delivery system and provider payment initiatives under Medicaid managed care contracts at: https://www.medicaid.gov/medicaid/managed-care/guidance/final-rule/index.html

As described in this CIB, states are permitted under 42 CFR 438.6(c) to direct managed care plan expenditures under managed care contracts to better support states’ innovative efforts to transform care delivery and payment.  Under these arrangements, states direct specific payment methodologies made by managed care plans to healthcare providers.
