Classic Direct Enrollment Will Not Be Available from Most Partners after October 31

The Centers for Medicare & Medicaid Services (CMS) is discontinuing most classic Direct Enrollment (DE) pathways on Friday, October 31, 2025. The “Classic” DE experience requires users to visit HealthCare.gov at key points during the process to complete their application before enrolling in an Exchange plan.

 

This change is being made to allow CMS to continue improving the Enhanced Direct Enrollment (EDE) pathways that provide technical services and critical program integrity controls not available in Classic Direct Enrollment (DE) pathways. CMS aims to prioritize its investment in the development and improvement of the EDE program for agents, brokers and other users moving forward.

 

Beginning November 1, 2025, EDE partners will no longer be allowed to provide Classic DE services. This means if the DE entity you use already has their own approved EDE application, Classic DE services will not be available this Open Enrollment.

 

To prepare for Open Enrollment, if you currently use a Classic DE pathway on an EDE website for enrollment activities, you will need to modify your processes to only use the EDE functionality starting Saturday, November 1.
