The Centers for Medicare & Medicaid Services (CMS) routinely publishes new resources to better assist you in providing healthcare coverage to your communities.
Last week, CMS released an updated FAQ to address assisting consumers seeking Marketplace healthcare coverage who do not wish to provide their SSN on their Marketplace eligibility application.
Agents and brokers need an actionable plan to help consumers complete their applications if they have SSNs and refuse to provide them.
For example, agents and brokers may assist consumers working “side-by-side” with them while the consumer creates their own account and completes the Marketplace application through an EDE website’s consumer pathway or on HealthCare.gov where the consumer can enter SSNs without disclosing them to an agent or broker and then re-engage their agent or broker for assistance on other parts of the application or at the time of comparing plans and enrolling.

After reviewing this FAQ, you should:
- better understand the requirements for including the consumer's SSN on the eligibility application;
- understand the consumer impact of not providing the SSN; and
- be able to formulate an actionable plan for assisting consumers hesitant to provide their SSN.
