Quality Rating System and QHP Enrollee Survey Results Preview Period begins August 22, 2022
The 2022 Quality Rating System (QRS) and Qualified Health Plan (QHP) Enrollee Survey results will be available to preview beginning August 22, 2022, at 9 a.m. Eastern Time (ET) through September 2, 2022, at 5 p.m. ET.
QHP issuers and State-based Exchanges (SBEs) are encouraged to review the QRS preview reports, QRS proof sheets, and the Quality Improvement (QI) Reports for their respective reporting units in the Centers for Medicare & Medicaid Services (CMS) Health Insurance Oversight System Marketplace Quality Module (HIOS-MQM) and submit any inquiries to their State Officers no later than September 2, 2022, at 5 p.m. ET. Additionally, SBE users can access a State-level QI Report.
Users must have access to HIOS-MQM to preview the QRS rating information. CMS encourages users to register and/or request access to HIOS and the MQM through the CMS Enterprise Portal as soon as possible to ensure that they can view the ratings beginning August 22, 2022.

CMCS Updates PHE Medicaid Unwinding Resource Webpage
As a reminder, on March 3, 2022, the Center for Medicaid and Children’s Health Insurance Program (CHIP) Services (CMCS) launched the Unwinding and Returning to Regular Operations after COVID-19 webpage. This page has resources to support State Medicaid and CHIP agencies as they prepare for the end of the Public Health Emergency (PHE) and the resulting resumption of regular Medicaid eligibility operations for current Medicaid enrollees, (PHE Medicaid Unwinding). These resources may also provide useful information for the SBEs as they coordinate with their respective state Medicaid and CHIP agencies to support enrollment of consumers who are re-determined ineligible for Medicaid but eligible for a QHP upon the end of the PHE.
Most recently, CMCS updated this webpage with a resource titled COVID-19 PHE Unwinding Section 1902(e)(14)(A) Waiver Approvals, which may also provide useful information for the SBEs. Specifically, this resource highlights the strategies CMS has approved to facilitate the renewal process and ensure due process protections during the fair hearing process during the PHE Medicaid Unwinding. This resource also provides information about the strategies CMS has approved surrounding income and eligibility determinations and operations systems needed to ensure that beneficiaries are protected during PHE Medicaid Unwinding.

CMS Hosts an Upcoming 2022 QHP Certification Webinar (PY 2023)
The CMS 2022 QHP Certification Webinar Series provides QHP issuers, Federally-facilitated Exchanges (FFEs), State-based Exchanges on the Federal Platform (SBE-FPs) and regulators with the opportunity to come together in one forum to learn and ask questions about program and operational guidance regarding the QHP Certification and other plan management processes for Plan Year (PY) 2023 in states utilizing the HealthCare.gov platform. Various subject matter experts from CMS will be available to present information on the QHP Certification process and answer questions. Webinars will be held on Thursdays from 1 p.m. – 2 p.m. ET.
