Foreign Trade Regulations: Clarification of Filing Requirements Regarding In-transit Shipments and other Foreign Trade Regulations Provisions

The Census Bureau’s Economic Management Division (EMD) is announcing the publication of a Notice of Proposed Rulemaking (NPRM) seeking public comments on its proposal to clean up the Foreign Trade Regulations of grammatical errors and other necessary minor revisions to clarify filing requirements. Additionally, the NPRM seeks to provide instructions when foreign goods enter the US for consumption or warehousing and are subsequently exported.
Therefore, the Census Bureau is requesting comments to assess the potential impacts of this regulatory change as well as other remedial changes made by this rule.
The NPRM can be found in its entirety at Federal Register :: Foreign Trade Regulations (FTR): Clarification of Filing Requirements Regarding In-Transit Shipments and Other FTR Provisions. Please review the rule and submit your comments by December 30, 2024. The NPRM specifies how to submit official comments related to this proposed rule. All comments received will be taken into consideration when drafting the Final Rule.
