The U.S. Census Bureau’s International Programs Center is pleased to announce the release of the Tool for Assessing Pilot Electronic Censuses (TAPEC). The Census Bureau's TAPEC is a comprehensive assessment tool designed for national statistical offices (NSOs) to evaluate and document a pilot electronic census of population and housing.
The primary objective of the TAPEC is to systematically assess and assist NSOs in identifying critical issues to address before the execution of the full census. The TAPEC consists of three assessment activities that begin during pilot fieldwork and continue through the post-pilot assessment period.
The TAPEC:
- Standardizes important census operations in a structured and user-friendly format (e.g. sampling, questionnaire content, Computer Assisted Personal Interviewing application, training).
- Incorporates feedback from all operational personnel involved in a pilot electronic census, in addition to field observers.
- Evaluates feedback across 11 operational modules.
- Compiles issues in a single report.
TAPEC is sponsored by the U.S. Agency for International Development and developed by the Census Bureau.
