Update to Automated Export System (AES) Response Message 26C

This message is a follow-up to the broadcast that was released on December 22, 2022, titled New Automated Export System (AES) Informational Message. This is intended to provide clear guidance for U.S. Principal Parties in Interest (USPPI) when the USPPI Address State and State of Origin do not match on the Electronic Export Information (EEI) in the Automated Export System (AES). If the U.S. State codes do not match, filers are required to file in compliance with the Foreign Trade Regulations (FTR) going forward.
The severity of Response Message 26C is being upgraded to “Compliance Alert” from “Informational”. This is to ensure further compliance with the FTR, specifically ensuring the USPPI Address in section 30.6(a)(1)(ii) and the State of Origin in section 30.6(a)(4) match. The updated severity will be active in the AES on November 14th, 2023.

Narrative Text: STATE OF ORIGIN / USPPI STATE MISMATCH
Severity: COMPLIANCE ALERT
Reason: The U.S. State of Origin Code and USPPI Address State Code do not match.
Resolution: The State of Origin and USPPI State must match and be reported as the location from which the goods actually begin the journey to the port of export as defined in section 30.6(a)(1)(ii) and 30.6(a)(4) of the Foreign Trade Regulations.
An updated listing of AES Response Codes with this change will be available on November 13th at: Appendix A of the Automated Export System Trade Interface Requirements (AESTIR).
