Notice on Implementation of Executive Order
Dear USAID Contracting and Agreement Officers and Implementing Partners,
USAID is taking prompt action to comply with the President’s Executive Order on Ending Radical and Wasteful Government DEI Programs and Preferencing, the rescission of Executive Order 14035 Diversity, Equity, Inclusion and Accessibility in the Federal Workforce, and additional direction provided by the Department of State.
All previously identified principal Diversity, Equity, Inclusion, and Accessibility (DEIA) awards have been sent termination notices and should not incur any further costs. With respect to all other ongoing awards: all DEIA activities under all contracts, grants, cooperative agreements, and other awards, including subcontracts and subawards, and programs domestic and abroad, are to cease immediately, with awards to be modified or terminated in accordance with applicable award terms and conditions.
Request for Partners: If you received a stop work order or termination notice from USAID, please send a certification that your DEIA-related activities have completely ceased and submit to your respective USAID Contracting or Agreement Officer (CO/AO) immediately and copy the USAID Industry Liaison team with the Subject Line: “DEIA Partner Certification” at IndustryLiaison@usaid.gov. If you have otherwise taken action under your award to cease DEIA-related activities, please likewise submit such certification. If you have matters under your award requiring additional clarification, immediately contact your CO/AO.
To facilitate required actions, unless required by applicable law, USAID will not enforce award requirements in clauses, provisions, terms, and/or conditions related to DEIA.
We will continue to meet the requirements of this Executive Order and will provide oversight across the Agency to ensure compliance with the order to meet the expectations of the American taxpayer.
