Sub-Opportunities Portal Have you checked out our Sub-Opportunities portal yet? This page shares opportunities being offered by USAID’s prime implementing partners, who may seek subcontractors or subawardees when they need specialized expertise or on-the-ground support. If you are a current USAID prime partner, we encourage you to submit your sub-opportunities here. Posting on the portal is not a requirement, but it will raise the visibility of your subaward and subcontract opportunities. If you are a potential partner looking to compete for a sub-opportunity, you can search the portal by country and sector to find ways your organization can get involved.
Reminder: Subcontract and Subaward Reporting Requirements Last month, the Agency distributed this letter, which outlines the responsibilities of prime contractors and recipients to report certain subawards and subcontracts in the Federal Funding Accountability and Transparency Act (FFATA) Subaward Reporting System (FSRS), available at FSRS.gov. The requirements and detailed instructions for prime contractors and recipients regarding the reporting of subcontracts and subawards are incorporated into acquisition and assistance awards as follows:
- Acquisition: Contractors must comply with the requirements in the FAR 52.204-10 (“Reporting Executive Compensation and First-Tier Subcontract Awards”) clause found in their contract, as applicable.
- Assistance: Recipients must comply with the requirements in any applicable “Reporting Subawards and Executive Compensation” standard provision found in their award (e.g., RAA24 in ADS 303maa, RAA7 in ADS 303mab, RAA3 in ADS 303mat).

USAID LASER PULSE: Research for Development Learning Summit On May 2, join USAID and LASER PULSE (Long-term Assistance and Services for Research, Partners for University-Led Solutions Engine), a program funded through USAID’s Innovation, Technology, and Research (ITR) Hub, for an event on LASER PULSE’s experience of utilizing academic rigor to produce solutions for development challenges. LASER PULSE is a consortium led by Purdue University, with core partners Catholic Relief Services, Indiana University, Makerere University, and the University of Notre Dame and implements 40+ projects in 20 countries through a growing network of 3,400+ researchers and development practitioners in 77 countries. From Risk to Opportunity: Capacity Building in Subawards On May 11, join aidTrain for an interactive session about capacity building in subawards. Subrecipients are critical for program success. Before entering into a legal agreement with a subrecipient, it is important to understand the risks and how to use the subaward as an opportunity for capacity building. Registration details here.
