A well-functioning healthcare market requires manufacturers to produce high-quality products, distributors to deliver the necessary quantities, providers to administer them correctly, and patients to be educated participants in their own health. Market shaping, which has been increasingly used by policy makers in recent years, can disrupt current practices or transform market structures, creating efficiencies that enable better health outcomes.

The U.S Agency for International Development’s (USAID’s) Center for Accelerating Innovation and Impact's Market Shaping Primer looks to further the conversation around market shaping by taking an in-depth look at the state of practice and lessons learned in recent years to inform future interventions. Whether by better leveraging private sector participation in manufacturing and delivery or improving value for money in commodity procurement the Primer explores opportunities for countries, donors, and other procurers to use their purchasing power, financing, influence, and access to technical expertise to address the root causes of market shortcomings and maximize health impact.

By analyzing interventions across the HIV, malaria, family planning, vaccines, and other health sectors, the Primer offers a practical approach to understanding market shortcomings and how and when to apply the right tools to ensure life-saving commodities can reach those who need them most.
