Three-quarters of reports to child protective services involve allegations of neglect. Neglect occurs when a parent or caregiver does not provide food, clothing, shelter, medical care, or supervision to the degree that the child’s health, safety, and well-being are threatened. Providing families with economic assistance or concrete supports, such as food, housing, or child care, can build protective factors and decrease the risk of neglect for children.
Families experiencing poverty are more likely to be reported for child neglect, and poverty is disproportionally present in communities of color. Because of this, child welfare professionals need to be aware of how biases and oversurveillance of families, especially low-income families, lead to unnecessary child welfare involvement.
Understanding the causes of disproportionality—including racial bias as well as socioeconomic and systemic factors—can help prevent child neglect and help connect families to services and supports that meet their needs, are culturally responsive, and are devoted to equity.

The Children's Bureau (CB), together with Child Welfare Information Gateway, released the 2023/2024 Prevention Resource Guide in the spring of 2023.
The guide is rooted in protective factors and provides innovative, evidence-based, and promising concrete examples of practices and strategies gathered from those with lived expertise, federal partners, CB-funded projects, communities, and others working to support families.
It continues to be a key resource for community-based providers who work to prevent maltreatment and promote family well-being.

Participant Expectations
Because the 2023/2024 Prevention Resource Guide is available free of charge through CB funding, copies cannot be sold by any organization—this includes all grant recipients, state agencies, or their affiliates, as well as other participating organizations.
