Utah Leads Together 3.0

Updated plan addresses vulnerable populations and economic recovery

Governor Gary Herbert and other experts from Utah's COVID task force presented the newest version of Utah Leads Together today which is a dynamic plan, modified as necessary, to address Utah's response to the COVID-19 pandemic.

"From the onset," according to Gov. Herbert, "we've brought together the best minds to develop the most comprehensive plan in America." Gov. Herbert was joined in a news conference today by state epidemiologist Dr. Angela Dunn; Byron Russell, Co-Chair of the Utah Multicultural Commission; and Natalie Gochnour, Director of the Kem C. Gardner Policy Institute at the University of Utah.

Gochnour, who leads the economic response policy team, explained this version of the plan addresses risks of vulnerable populations and provides measures to safeguard economic recovery.  It is based on five principles: speed, targeting, flexibility, investing in permanent benefits, and innovation.

In this plan, you'll find specifics about the measures advised to protect individuals at high-risk, including individuals above the age of 65, especially those above age 65 with other medical conditions, and members of certain multi-cultural communities. 

The plan also addresses the effort to plant the seeds to build a stronger economy with recommendations for several industries including long-term care facilities, restaurants, daycare, retail outlets, and more.

Governor Herbert credits "unprecedented collaboration" with various levels of government, businesses, and residents in helping save lives and slow the spread of the coronavirus.  He said every Utahn plays a role in Utah's recovery. He also said he has received requests to move Summit and Wasatch Counties from the moderate-risk (orange) to low-risk phase (yellow) which are presently under review. Today he said, according to the positive data provided, he expects both counties to move to the moderate-risk phase by the end of the week.
