The Safeguarding Adults Thresholds: Guidance for Professionals (2023) has been reviewed and rebranded as the Sussex Adult Safeguarding Concerns: When to Refer (2026).

This guidance is to be used across Sussex to support professionals, partners, and providers to decide on whether to report a safeguarding concern for an adult with care and support needs. Within the guidance you will find information about preventative approaches; understanding concerns that are non-reportable, reportable, and those that require consultation; with examples of each category of concern and type of abuse.

Please ensure that you delete any copies of the Safeguarding Adults Thresholds: Guidance for Professionals (2023), and refer directly to the new guidance:

PUBLISHED: Our 2025/26 Annual Report

Annual Report

We are pleased to let you know that our Annual Report for 2025/26 has now been published.

The Strategic Plan is reviewed and reported on every year via the publication of an Annual Report. This is the key mechanism by which we are held to account for the work we carry out. The Annual Report is shared with the Chief Executive and Leader of the Local Authority, Sussex Police and the West Sussex Health and Wellbeing Board. 

As in recent years, we will be moving forwards to commission the production of an Easy Read version of this report. We will let you know when this has been published.

PUBLISHED: Sector learning from reviews for housing providers, services, and district and borough councils

Our sector learning briefing series has been produced to share learning from our reviews, including learning reviews and Safeguarding Adults Reviews.

Each sector learning briefing is aimed at a different area of the adult safeguarding sector and draws out particularly relevant learning from our published reviews. We've now published the latest learning briefing in this series, aimed at housing providers, housing services, and district and borough councils.

New learning resources: our priorities

Following our blog post on our Board priorities for 2026/27, we have produced some introductory guidance about coercive control and financial abuse, and updated our disguised compliance resource. 

Throughout the course of this year, we will of course be engaging in a number of workstreams related to these priorities. But, in the meantime, please do take a look at these resources to familiarise yourself with our priorities, including how to recognise them, what the risk factors are, and what to do if you are concerned that an adult with care and support needs is experiencing or at risk of either coercive control or financial abuse.

Regulation 18: Notification of Other Incidents

The Regulation 18: Notification of Other Incidents guidance has now been re-branded to be a pan Sussex guide.

This guidance, initially produced by the West Sussex Safeguarding Adults Board, has now been re-issued in a pan Sussex format.

The Regulation 18 guidance has been produced for care providers, with the intention of summarising and clarifying the events or occurrences that must be notified to CQC. The guidance is not exhaustive and should be read alongside the Care Quality Commission (Registration) Regulations 2009: Regulation 18 (CQC, 2024).
