Moving Traffic Offences enforcement to go live
Automatic Number Plate Recognition (ANPR) cameras will be switched on next week to improve road safety and reduce congestion.
The cameras are in 11 locations and will enable us to issue penalty charge notices (PCNs) to drivers that commit moving traffic offences such as making banned right turns, driving the wrong way on a one way street and ignoring weight restrictions.
This will improve our roads by:
- Improving road safety including for those walking, cycling, and wheeling
- Reducing traffic congestion and improving traffic flow
- Shortening journey times for public transport services
- Reducing vehicle emissions which improves air quality
- Enabling the police to focus their policing priorities elsewhere
- Providing economic benefits by reducing road traffic accidents
For the first six months, registered keepers will receive a warning for their first offence.
After six months, the vehicle’s registered keeper will receive a PCN within 28 days of the offence. They will have 28 days to pay the penalty charge. If the charge is paid within 21 days, a 50 per cent discount will be applied.
If they wish to appeal, this can be done online or through the post.

On top of its month-long Cycle September challenge, Love to Ride has some special World Car Free Day prizes including memberships to the Move HQ gym at Winnersh. An electric bike and a £4,000 holiday are up for grabs throughout Cycle September.
Meanwhile BetterPoints is offering a £100 prize draw, free coffee vouchers and the top prize of £800 towards a trip on Eurostar plus accommodation and spending money.

Heading out in your car around the borough? Maybe you’re planning on going to the shops, to the leisure centre or the library and you’re not sure how long you are going to be.
Our check in/check out service, available in all our car parks, offers you flexibility and allows you to avoid overpaying upfront as you just pay for the time you have been parked once you check out. You also avoid having to rush back to the car if things have taken longer than you expected.
When you check in the system authorises the full charge as a default pending payment so it will show as pending on your online banking but no money is taken at this time. Once you check out, it then debits the amount due for payment for the time you were parked – the actual charge will be taken within 3 days.

Resurfacing update
Works on the resurfacing programme continue this week, with Milley Lane in Hare Hatch, London Road in Twyford and Nine Mile Ride in Wokingham having resurfacing or associated works carried out on 18 September.
Lining works will be taking place on Reading Road, Winnersh on the 19 September, with the rescheduled works on Binfield Road in Wokingham taking place on 19 and 20 September, followed by Waltham Road in Twyford from 20 to 23 September.
