Schools White Paper
“Every Child Achieving and Thriving”

Last week the Government released the anticipated Schools White Paper.

The consultation sets out a range of measures including new statutory expectations for schools, guidance on applying reasonable adjustments under the Equality Act, and a new model of Inclusion Bases to provide more specialist support within schools. New funding streams, curriculum changes, revised school incentives, and staff training will support this change. Schools will have a statutory duty to produce Individual Support Plans, developed in partnership with parents and carers, setting out each child’s needs and provision. The changes will be underpinned by new National Inclusion Standards developed by teams of experts, setting out what schools need to do and providing practical guidance for staff. A new model of specialist support, Experts at Hand, aims to provide timely access to specialist expertise through training and group interventions,

The White Paper proposes changes to how EHCPs work, with teams of experts working with parents to develop a Specialist Support Package that will set out how evidence-based provision is forming the basis of EHCPs. The White Paper also proposes changes to special schools, including a new curriculum, clearer expectations, a focus on value for money, and limits on inappropriate profit in the independent special school sector. The proposals also include strengthening information, advice, and support services, and parent carer forums.

Legislative changes will not take place before 2029, and children’s current entitlements will not be reviewed until the third phase of implementation. The government has also promised that no child in a special school will be required to leave unless their parents choose to do so.

WIASS Satisfaction Survey

Each year WIASS invites families and professionals to complete a short survey about their experience using the service.  Feedback may be requested after providing relevant information, signposting or at an appropriate stage following advice and support from WIASS. This could be after a school meeting, after the outcome of an assessment process, or following WIASS support with disagreement resolution. It helps us to explore challenges and successes when working in co-production with families and other stakeholders for us to continually develop and improve the service.

We have recently published our 2025 annual survey and are delighted with the feedback:

  • 98% of respondents reported that it was easy to contact the service.
  • 97% reported that WIASS had been helpful.
  • 99% people see WIASS as an impartial service.
  • Over 98% reported that WIASS involvement had made a difference. Most reported increased confidence, understanding and involvement.
  • 99% of respondents were satisfied with the service.

You can read the report on our website at: annual-survey-2025.pdf
