Joint Strategic Needs Assessment (JSNA)

'Public Health' and 'Data and Analytics' teams are working to redevelop the City of Wolverhampton Council's JSNA (Joint Strategic Needs Assessment) online tool. 

 A JSNA is a process by which local authorities and the NHS look at the current and future health, care and wellbeing needs of the local community. This information helps organisations plan their priorities.  

We must by law produce a JSNA to help organisations, such as the NHS, Voluntary Sector Organisations and the Council, in making local decisions, service planning and the commissioning of services. It also helps identify topics where a more in depth look is needed to fully understand the topic area. 

The JSNA tool will present a wide variety of Health and Wellbeing data, covering the entire life course and wider factors that can affect the health of residents in the City, in an easy to use interactive way. The Starting and Developing Well chapter of the JSNA tool will also include in depth SEND data. The SEND data included in the JSNA tool will mirror the SEND-related data included in the 2019 SEND JSNA as far as possible. 

The JSNA online tool will show both trends over time, trends across areas of the City and allow comparisons to be made with other areas. Once the JSNA Online tool has been published it will be shared with colleagues and partner organisations across the City. 


Short Breaks

Work is ongoing to develop a co-produced Short Breaks policy alongside retendering services whose contract with the Council is coming to an end shortly. It is hoped that more information regarding developments can be shared after the next SEND Partnership Board on 19 July.


SEND Education, Health and Care Plan (EHCP) Compliance

The SEN Statutory Assessment and Review Team (SENSTART) has had a successful year so far with completing Education Health Care Needs Assessments (EHCNA) within the 20 weeks period that it should be completed and have also issued the final Education Health Care Plan (EHCP) on time for several children and young people in Wolverhampton.

We have received 203 requests for EHCNA in 2023. 165 EHCPs have been completed this year so far. 59% have been completed on time but in recent months this has improved significantly. In March 65% were completed on time and this increased in April to 90% being completed on time.

Last month in May, 76% were completed on time. We now have very few plans that are late with only 7 being over 20 weeks. These have gone over the 20 weeks timescale for genuine reasons for instance a child being out of the country or where the child has not been able to attend an appointment.

Young People’s Questionnaire

During the summer children young people and young adults will be able to share their views on how they feel about living in Wolverhampton when they have special educational needs.  They can take part in this online, through holiday activities and in school up to the end of September 2023. 

The link will be shared shortly with schools and providers and through parent and young people sites including on the local offer. We hope you will help to get as many responses back as possible to help shape our services in Wolverhampton.
