Dear Colleagues,

Welcome back after the half term holiday. I hope that you have all had a rest and enjoyed a break. We have seven weeks of the academic year left and we still have some unknowns as the country moves to stage 4 of the road map. What is certain is that you are all continuing to meet the needs of our children and young people, responding to both Covid issues and recovery learning.

Apologies for the length of the Bulletin today but quite a few articles came in last week. I’ll let you get on reading…

DfE Early Years Attendance Survey

New Education Strategy (including early years) 

During the planned SIA session on Wednesday morning at 9.30am there will be the opportunity to hear how the new education strategy has been formed and how all early years settings, including schools, nurseries and childminders are including.

Digital Transition videos in preparation for Reception - Free professional development opportunity for early years settings!

As part of the ‘Promoting Inclusion from the Early Years Project’ we are offering nursery settings free training in the area of ‘I am…digital transition’ videos. Digital transition videos are a person-centred tool that can be used to promote a positive transition to Reception in September 2021.

The short videos illustrate from a child’s perspective their individual abilities, strengths and positive experiences. These videos can be shared with all adults who currently support the child and adults who will be supporting the child when they transition. Please see link for further information. Reporting of confirmed cases to the Health and Safety Team – Reminder

To ensure that the Health and Safety team receives relevant detail on confirmed cases, all community schools are asked to ensure that the attached information is emailed to natalie.barrow@wolverhampton.gov.uk for each confirmed case within a member of staff which we require for both monitoring and potentially formal reporting. 

To make this process as simple as possible for schools, you are not required to use a specific form for reporting and can simply cut and paste the attached into an email.

IDSR Updates – School Performance Data

Ofsted IDSR have been updated

The  inspection data summary report (IDSR) have been updated with absence data from autumn term 2020, based on the DfE published data. The absence data used in the IDSR is based on the DfE census collection and has been provided as a new section within the IDSR. This is different to the daily attendance collection which schools have submitted throughout the pandemic, which will not be used in the IDSR.

This data relates to absences during the coronavirus (COVID-19) pandemic. As such, users should not directly compare 2020 autumn absence to historic absence rates. There may be a number of reasons for changes in absence rates. Inspectors will not use the 2020 autumn absence data by itself to draw conclusions but may use it to prompt questions regarding how well attended a school was during this period. Inspectors may also use previous years’ data to provide context to the latest data, particularly where a school has previously had high or low absence rates in relation to other schools.

It is important to note that:

  • If a pupil tested positive for COVID-19 then this absence should have been treated as an illness and included within the data.
  • However other COVID-19 related absence, such as pupils being sent home to isolate, did not count as absences within the data.

Further detail on how absence rates have been calculated can be found in the DfE published methodology.

Please ensure you download the latest version of your IDSR, which will have 7 June 2021 release date.

CFR Returns 2020-21

Schools’ Final CFR returns must be submitted to the Department for Education by 19 July 2021. The details of the submission process can be found on the attached letter. The letter and, in addition, school balances can also be found on CloudW in the Financial Services>CFR>2020-21 Folder.

Independent Review of Children's Social Care - workforce engagement

You may have heard that an independent review of Children’s Social Care is now underway. This is a chance to look at what needs to change, looking at issues through the perspective of children and families throughout their interactions with Children’s Social Care. It is being called a once-in-a-generation opportunity to reform systems and services. The review will report to ministers and the government will publish a report and response.

The review will engage with children, young people, and adults with direct experience of children’s social care, to ensure those individuals’ views and lived experience are fully embedded in the review's work.

The review has recently published its plans to engage with the social care workforce, such as social workers and other professionals who work, or worked, with children in paid or unpaid roles. This could also include early intervention teams, personal advisors, independent visitors, health professionals, those who work in education and early years, the police and those who work in youth justice, children’s homes and many others.

Organisations and individuals within the workforce can take part in a number of ways including:

  • Co-led events
  • Online surveys and polls
  • Focus groups

NCMP upgrade scoping: School and parent feedback request

As part of the Children’s Healthy Weight Programme, Wolverhampton are assisting the national scoping of an upgrade to the NCMP IT system. It is vital we obtain insights and feedback based on the current experience different user groups have with the current process and system. This includes schools and parents. Please do put the link to the parent survey on your media channels.

We are asking for a short amount of your time to complete the survey below, to enable us to make valuable and lasting recommendations for future changes to the NCMP.

Update on Education Safeguarding

I appreciate how valued Denise Mooney was and the service she provided. I am committed to ensuring that we have an education safeguarding officer in post who will be able to continue that support whist also reviewing what a universal offer may look like with the addition of an SLA.  

In the meantime, I am commissioning interim support to ensure that:

  • Updated guidance, model policy etc in line with a revised KCSIE (usually published by DfE in summer) ready for September in schools before end of this term
  • Revised Code of Conduct for staff for September
  • Staff power point presentation prepared for DSLs to deliver in September INSET
  • Ability to offer telephone/email support to schools
  • If any new advice from DfE to be disseminated to schools 

I also recently attended the WST education provider meeting and headteacher colleagues there were very helpful in making suggestions to shape how the role will develop going forward.

Information briefing for Headteachers, Senior leaders and induction tutors of Early Career Teachers (ECTs), previously known as NQTs.

Friday 11 June 2021, 10.00am – 11.30am

An information briefing will be held on Friday 11 June 2021, 10:00 – 11:30am and will offer a summary of the changes and the roles and responsibilities of school leaders should they appoint an Early Career Teacher (ECT).

This briefing sets out to summarise:

  • the changes to the induction process from 2021,
  • the role of the Appropriate Body and
  • the mechanism by which schools can deliver the Early Career Framework.

Guest speakers will include representatives from the DfE funded ECF training providers Ambition Institute and Best Practice Network, both of whom are working with different partners in the city. Please see agenda here.

This session will provide updates on the latest evidence based approaches to recovery and catch up with discussion on the implications for schools. Mental Health First Aid Online Training Courses FREE OF CHARGE

The City of Wolverhampton Council is offering spaces on 2 MHFA England accredited courses to Schools free of charge. The courses are for staff who work to supports young people aged 8-18. They will teach you the skills and confidence to spot the signs of mental health issues, offer first aid and guide them towards the support they need. In doing so, you can speed up the recovery or prevent a mental health issue from getting worse.

Promoting Inclusion from the Early Years- Free opportunity for professional development related to inclusive practice

The CWC have invested in the ‘Prompting Inclusion from the Early Years’ project because we recognise the importance of getting inclusion right for schools and children. Therefore, this project is free at the point of delivery for schools.

The ‘Keys to Inclusion’ engagement sessions will be facilitated by Inclusive Solutions via zoom and offer a participatory exploration of the following questions:  Why is inclusion so important? What is inclusion? How do we include children with complex or significant SEND? What does an inclusive classroom/school look like? What does inclusion have to do with me? These questions will be interrogated with reference to underlying principles relating to inclusive practice. Head Teachers, SENDCos, Early Years Leads, Reception and Year 1 Class Teachers and support staff are encouraged to sign up to one of the ‘Keys to Inclusion’ engagement sessions on:

Additional SIA day 9 June 2021

The additional half day for the School Improvement Workshop for Head Teachers and Educational Leaders is being held on 9 June 2021.  

Due to the fact that the previous SIA was reduced to a half day following the schools returning to being fully open, it was decided to offer an additional half day for the SIA day on the 9 June 2021 from 9:30am- 12:30pm 

The workshops will include an update on the revised School Improvement Strategy 2021-24, feedback on the SENCO Surveys and the new Early Years framework. The agenda can be found here

These sessions will be relevant to all Head Teachers/Principals from all schools including Primary, Secondary, Maintained schools, Academies, Nursery Schools and Special Schools

So you think you’re effective? How to evaluate the impact of your middle leadership 

School Improvement Workshop for Assistant Headteachers and Middle Leaders  - Friday 11 June 2021

The summer term Assistant Headteachers and Middle leaders’ day will focus on developing effective impact evaluation including how to measure, articulate and present evidence. The agenda for the session can be found here

This course is suitable for Assistant Heads and Middle Leaders in Nursery schools, Primaries, Secondaries and Special schools. 

The AHT and Middle leaders half day will be delivered through teams and participants can book on through WVES. Please note this is a morning session only this term.

Wolverhampton Education Wellbeing Network Meeting: Tuesday 13 July 3.30-5pm

We are inviting pastoral and mental health leads in schools and colleges to the second meeting of the Wolverhampton Education Wellbeing Network. This network brings together work involving the Link Programme and the Wellbeing for Education Return.

The session is free and being led by the LA Educational Psychology Service and CAMHS. We have invited speakers from the Voluntary and Community Sector and from Public Health to share opportunities and resources for schools. We will share updates regarding mental health and wellbeing services and you will have the chance to ask questions and speak to one another.

Master’s Module – Leading Mental Health in Schools Award

Following a highly successful first cohort, the Educational Psychology Service is now able to offer another opportunity to senior leaders and key staff in schools to secure their place on our Master’s Accredited programme which will run from October 2021-July 2022, in association with the University of Wolverhampton. South Asian Heritage Month

South Asian Heritage Month runs from 18th July – 17th August and seeks to commemorate, mark and celebrate South Asian cultures, histories particularly the intertwined histories of the UK and South Asian communities and how South Asian cultures are present throughout the UK.

Telford and Wrekin council have produced resources to support primary and secondary schools to teach children about some of the diverse cultures that make up South Asia.  The resources could easily be used for projects within the classroom to prepare children in the run up to this month of activities and celebrations.  Alongside this, families of all cultures can join in and share information about their own culture and identity through stories and pictures.

Pop Up Festival Presents is a FREE live-streamed literature festival 14-18 June for primary, secondary and special schools, celebrating some of the best writers and illustrators.

The summer showcase will feature over 20 workshops with a diverse group of bestselling and award-winning children’s authors, including Sophie Anderson, A.M. Dassu, Jamila Gavin, Emily Gravett, James Mayhew, Karl Nova, Axel Scheffler and Andy Stanton, with more to be announced soon.

The workshops will be live-streamed for free using Crowdcast, with workshops suitable for every age group from 5-16. Some of the workshops will be broadcast from museums and galleries, including National Maritime Museum, Greenwich and The Story Museum, Oxford.
