Following engagement with the local community and the feedback we’ve received, a planning application for the proposed Families and Homes Hub will be submitted at the end of January 2021.
The proposal for the Hub includes:
- 750 sqm Families and Homes Hub
- 50 sqm commercial floorspace
- 67 new homes
- A residents’ garden
- 4 accessible parking spaces
After it is submitted, the application will need to be validated, which normally takes up to two weeks. After validation, Planning Services will start a statutory consultation where residents can view and comment on the planning application. The application will be considered by the Planning Committee in summer 2021. If approved, work is likely to begin in autumn 2021.

The Families and Homes Hub will provide Waltham Forest residents with access to the Council’s social care and housing teams in a safe and welcoming environment. The services that will be provided will include housing solutions advice, some Youth Offending Services (YOS) appointments and social care appointments and will be a joined-up Council service offer for local residents. Moving them into one building will make it more convenient for residents and will mean a more efficient service from staff.
Proposed facilities include:
- Waiting and meet-and-greet areas
- A self-check-in reception space and signposting to relevant services
- A flexible pop-up space showing residents how Council services and programmes can help them
- Touchdown workspace for Council officers to use between meetings with residents
- Assessment and interview areas, offering open and private spaces

The design of the development has evolved considerably in response to the feedback received from residents during early public engagement.
The proposed development comprises of an 11-storey building, with the Families and Homes Hub on the ground and first floors and residential homes on the first to 11th floors. The design includes a separate commercial unit on the ground floor accessed from Forest Road, a communal amenity space, cycle parking, and accessible parking spaces.
In response to concerns that local residents raised about overlooking, the design has relocated the communal space to the ground floor and moved the new homes further back from residents who live on Foundry Mews.
