Residents in Lena Kennedy Close, Chingford, are being asked if they want a Controlled Parking Zone (CPZ) to protect their ability to park in the road.
Introducing a CPZ will mean residents would use permits to show they were allowed to park there while commuters and residents from the new Centenary House development would not be able to buy permits so enforcement officers could issue Penalty Charge Notice or even arrange for vehicles to be removed.
With 45 new homes being built on the site a CPZ is the only way to enforce the car-free status of the development

Parking permits for existing residents in a CPZ start from £30 a year, depending on engine size and emissions, and visitor permits can also be bought for when friends or family call.
Each resident has received a questionnaire and is asked to complete and return it by Thursday 17 December 2020 so the views of all residents can be considered when reaching a decision.

From October 2021 the Mayor of London is expanding the Ultra-Low Emission Zone (ULEZ) to create a single zone with the areas inside the North Circular Road and South Circular Road all being covered by the charge.
The current £12.50 per day charge has to be paid by drivers or cars or vans as well as motorcyclists.
Drivers of petrol vehicles registered after 2005 or diesel vehicles registered after September 2015 will not have to pay the charge, but all other motorists will have to pay or face a heavy Penalty Notice.
This could mean that areas just outside the ULEZ area will see commuters parking there and either car sharing or using public transport to reach central London and avoid paying the charge.
Having a CPZ in place will protect roads from such parking.

The Government’s current national lockdown guidelines has made clear that construction work should continue if safe to do so.
All sites are COVID secure, clearly signed, and respect social distancing guidelines, with hand sanitation stations.
Council officers regularly visit construction sites across the borough to ensure that regulations are being followed.
