Priory Court development proposals changed after resident's comments

A well-attended drop in event on Monday 16 December 2019 meant residents were able to see the major changes made to the proposal following comments made by them in October.

Council officers and representatives from the project team were available to explain the details of the changes and answer questions that were raised.

We were particularly pleased to welcome a large group of young people from the youth club based at the Community Centre who came along to talk about the facilities they would want to see as part of the development.

Morgan Sindall staff were also at the event to answer any questions about maintenance and repairs to existing homes.

The information board and PowerPoint presentation from the event are available on the website and there is also an online response form you can use to share your views.

More green space, bigger community centre and pre-school nursery with no break in those services are key changes to proposals

Having listened to residents we have taken on board many of the comments made and changed the proposals.

The eight major changes are:

  1. The community centre has been increased in size and will be two storeys leaving more green space in the development
  2. The community centre has been moved so the green space behind Washington House now remains
  3. The pre-school nursery is being increased in size; the new one will take up to 60 children
  4. The new community centre and pre-school nursery will open before the existing ones close - they will be on different sites within the development
  5. We are asking residents what activities they would like to see at the community centre
  6. We will be working with residents to improve lighting on the estate
  7. There will be several places on the estate where dedicated play areas will be provided for different ages of children
  8. The existing games area will be replaced by a Multi-Use Games Area to offer a wider variety of sports to be played

A drop-in public engagement event where residents can ask questions of Council officers regarding the  proposals that will form the planning application is scheduled for Monday 27 January 2020, 4.00pm to 7.30pm at The Lounge, Priory Court Community Centre, 11 Priory Court, Walthamstow, E17 5NB.

Building new homes for local people

Across Waltham Forest, the Council is working to deliver more affordable homes for local people, including Council homes for rent and for shared ownership, where local residents get the first option to buy so they can get a foot on the housing ladder. Our aim is to achieve 50 per cent affordable housing when taking account of all housing schemes across the borough.

An important part of these developments is delivering improved transport services, new health hubs, schools and community facilities alongside new shops and work spaces to provide local jobs.

The Council has been set a target of 18,000 new homes being built in the borough over the next 10 years and our aim is to include as many affordable homes within that figure as possible.

The Greater London Authority’s annual monitoring report, published in October 2019, shows we have provided more affordable housing – at 42% – than any other London borough since 2015. This is compared to just 17% across the capital.

One of the sites identified for development is Priory Court, Walthamstow.

50 per cent affordable housing for Priory Court

The proposals include:

  • More than 100 apartments comprising one to four-bedroom new homes
  • 50 per cent of the apartments will be affordable including for rent and shared ownership
  • 50 per cent of the apartments will be for market sale
  • 10 per cent of the homes will be fully accessible
  • Landscaping works
  • Secure cycle storage within the building for all residents
  • Parking bays for use by people with blue badges
  • Solar panels will be fitted on the development
  • Electric vehicle charging points will be available

The proposal details may change during the resident engagement and planning process.

Investing in current housing

Maintenance work is continuing on other parts of the Priory Court estate.

The lift replacement programme is continuing, and we expect all lifts to have been replaced by March 2020 which should give residents a reliable service across the estate.

We are also planning to replace all front doors in seven of the buildings by the end of April 2020.

Contact will be made with residents of Adelaide, Capri, Devon, Everglade, Vermont, Upshire, Adelaide, Capri, Devon, Everglade, Vermont, Upshire and Washington Houses to confirm arrangements.

In the programme for the financial year 2020/2021 we are aiming to do external and communal decorations to Capri, Devon and Everglade Houses.
