Planning application submitted for 50 per cent affordable housing at Central Parade

A planning application, reference number 194012, has now been submitted and you can comment on the proposals.

The application is to provide:

  • a stepped five-storey residential building containing 19 homes
  • two new homes for rent in the existing building
  • 50 per cent of the homes will be affordable
  • cleaning and repairs to the exterior of the existing building
  • refuse and recycling facilities
  • secure cycle storage
  • secure parking bays for residents with disabilities
  • a  mews-style secure landscaped communal area
  • 167 square metres of commercial or retail units
  • a safer and more attractive outlook around the scheme

What happens when?

Central Parade Mews

We expect the Planning Committee to discuss the Central Parade planning application when it meets in March 2020. This meeting is open to the public.

Under a separate demolition notice, we are due to put hoardings up to make the site secure, with demolition works during March 2020.

The full scheme should be completed by Summer 2021.

What will happen first?

Building Surveyor

If planning permission is granted there is a lot of preparation needed on the site before building can begin.

The first stage will be to demolish the garages, unused bin store and pram sheds, that are already in disrepair. This is likely to take place during March 2020.

This will allow work to start for the relocation of the electricity sub-station and the below ground electricity cables so that work is completed before construction gets underway.

Building new homes for local people

Across Waltham Forest, the Council is working to deliver more affordable homes for local people, including Council homes for rent and for shared ownership, where local residents get the first option to buy so they can get a foot on the housing ladder. Our aim is to achieve 50 per cent affordable housing when taking account of all housing schemes across the borough.

An important part of these developments is delivering improved transport services, new health hubs, schools and community facilities alongside new shops and work spaces to provide local jobs.

The Council has been set a target of 18,000 new homes being built in the borough over the next 10 years and our aim is to include as many affordable homes within that figure as possible.

The Greater London Authority’s annual monitoring report, published in October 2019, shows we have provided more affordable housing – at 42 per cent – than any other London borough since 2015. This is compared to just 17 per cent across the capital.
