Legal obligation to consult

We write to notify you of the statutory consultation that is being carried out on the proposals for the Council to have a Property Licensing Scheme after its’ current scheme expires on 31 March 2020. 

The Council has a legal obligation to consult with all of the licensed landlords, prospective licensed landlords, and other stakeholders on the proposed new scheme.

We are therefore writing directly to you and would be grateful if you would please take part in the consultation.

The current selective licensing scheme for privately rented properties is due to come to an end in April 2020, and the council is considering applying to the government for designation of most of the borough as a selective licensing area

We have launched a consultation with all residents and landlords across the borough and beyond, inviting comments on the proposed new private rented property licensing scheme.

We are also consulting on a proposal to introduce an Additional HMO licensing scheme to licence multiply occupied properties that do not already require an HMO licence under laws that apply across the Country.

We believe that, through the current licensing scheme, we have been able to tackle ASB more effectively and to improve standards in many private rented homes.

However, the evidence is that many properties in the private rented sector are poorly managed or contain significant building hazards and we believe that further licensing schemes are necessary to tackle these problems on the scale that they exist.

It is really important that we hear your views on the proposed private rented property licensing scheme.

We are running an online consultation, where you can view information about the proposed schemes and complete a questionnaire.

The consultation is open now and ends on Monday 29 April 2019.

We are also holding meetings for landlords to find out more about the Council's proposals at 2pm and at 6pm on Tuesday 19 March 2019.
