100 per cent affordable housing scheme approved

On Tuesday 5 February Waltham Forest Council Planning Committee voted to approve plans by Catalyst housing association and Swan Housing Association, to build a new housing led mixed use development at the former Webbs Industrial Estate on Blackhorse Lane.

The project, known as Blackhorse Yard, includes 100% genuinely affordable housing.

Designed by award winning architect CF Moller, the plans will transform the site to provide 359 affordable homes for shared ownership, a creative hub for artisans and artists’ studios, a new green pedestrian link between Blackhorse Lane and Sutherland Road, and nearly 3,000sqm new commercial space in the heart of the Blackhorse Lane area.

Affordable homes accessible to local residents on local incomes

In July 2016, the Mayor of London, Sadiq Khan, instructed the Greater London Authority (GLA) to purchase the site with the intention of finding a development partner to build more new and genuinely affordable homes for Londoners.

It is the first time any Mayor of London has bought and then sold land to build an entirely affordable development. It is part of the on-going partnership work the Council and the GLA are doing delivering the Blackhorse Lane Housing Zone initiative.

Waltham Forest Council Cabinet Member for Economic Growth and High Streets, Councillor Simon Miller said: “It is excellent news that the Planning Committee has approved this scheme to provide 359 much needed genuinely affordable homes, available at prices that are accessible to local residents on local incomes, in a part of the borough that is a key growth area. It’s a key part of our commitment to provide a decent roof over all our residents’ heads."

The planning approval includes a creative hub for artisans and artists’ studios, a new green pedestrian link between Blackhorse Lane and Sutherland Road, and nearly 3,000 sqm new commercial space in the heart of the Blackhorse Lane area.

Catalyst and Swan have already received significant interest from local businesses wanting to move into the available retail units, the creative hub and artists’ studios, all of which will help to complement Waltham Forest’s newly awarded status as the Mayor’s first London Borough of Culture.

The proposals also include the opening up the historic Higham Brook as a key feature of the public green open space.

The plans also include a net increase of more than 100 trees, opportunities for community facilities on-site, and a new pedestrian crossing and cycle lane along Blackhorse Lane.
