"It’s a new year and hopefully a new start for all of us in the care sector who continued to work through some very challenging times during 2022. Let’s look forward to lighter, brighter days ahead. As always we want to hear from everyone involved with care services – the staff who work there, the people who live there and the friends and relatives who visit – about what is working well or what is of concern.

You can always give us feedback about services via our website or raise a concern. If you have feedback about CIW we also welcome that – we received some really positive comments about our inspectors and the inspection process during 2022 and we are always here to listen to what you have to say. Don’t forget to follow our social media channels if you haven’t already – we are trying to reduce the amount of emails we send and social media is a great way to keep up-to-date. Childcare and play services

Self-Assessment of Service Statement (SASS) will be going live on 31 January 2023

SASS

We have written to all childminders and childcare and play providers to let them know that the SASS will be going live on 31 January 2023 and will close on Friday 17 March 2023.

It is a legal requirement for all childminders and childcare and play providers to complete a SASS.

The SASS is an online form Registered Persons and Responsible Individuals are required to complete under the Child Minding and Day Care (Wales) Regulations 2010, in relation to monitoring compliance of a service. The SASS provides vital information that we use to plan our inspections, and helps us advise Welsh Government about the state of the childcare and play sector in Wales.

Updated digital registration certificates are being issued to all childcare and play providers

We recently sent out Notices of Decision to all childcare and play providers to ‘add a condition’ to their registration to reflect the Responsible individual for the service, following their agreement via the Self-Assessment of Service Statement (SASS) two years ago.

Responsible Individuals who registered via CIW Online after March 2020 will already have this condition, but those that were registered before we switched to CIW Online, did not.

Providers have notified us about small changes to details of registration since our switch to CIW Online, such as surname changes for Registered Persons/Responsible Individuals, and certificates may not have been updated along the way.

As such we are issuing updated certificates to all childcare and play providers via email before the end of January. If any details are incorrect on the certificate, please email ciw@gov.wales.


Non-maintained settings: Joint CIW and Estyn inspections

When we resumed joint inspections with Estyn in January 2021, we suspended the use of judgements on a temporary basis following the pandemic.

From 27 February 2023 we will reintroduce the publication of judgements for our joint inspections.

We will continue to work jointly if settings are being placed in the joint ‘focused improvement’ follow-up category. We will continue to apply our securing improvement and enforcement policy as necessary, and Estyn will continue to apply their follow-up procedures as required.

Annual Return 2023 – guidance for providers

Annual Returns

We want to share the requirements for the 2022-23 Annual Return as early as possible.

We have produced guidance to advise providers how to complete the Annual Return for 2022-23, which includes a list of the questions which will be in the Annual Return.

The guidance is published on our Submitting an Annual Return page. 

Who needs to complete an Annual Return?

The following types of provider will need to complete the Annual Return:

  • Care home services
  • Domiciliary support services
  • Secure accommodation services
  • Residential family centre services
  • Regulated fostering services
  • Regulated adoption services
  • Regulated advocacy services
  • Adult placement services

When will the Annual Return exercise take place?

The Annual Return exercise will commence on 1 April 2023 and conclude at midnight on 26 May 2023.

Thank you to everyone who took part in our recent subscriber survey. You gave us a lot of useful information which we have turned in to the following actions.

  • You told us that you'd like a newsletter every month (68% of those who responded, compared to 13% voting for quarterly and 12% voting for every six weeks). As a result, we'll be sending a monthly newsletter from now on and we'll review this in six months to see how it's going.
  • You said it was sometimes difficult to navigate through the different articles, particularly when it was a long newsletter. As a result we've created a clickable contents list at the beginning of the bulletin and we've separated the articles which are of relevance to childcare and play providers, and to adult and children's services.
  • We have also introduced a maximum length for our newsletters (10 articles) and a maximum of 150 words per article.

We'd really welcome your ongoing feedback. We'll be including a permanent "feedback survey" at the end of our newsletters, which you can fill in any time, to give us your thoughts on the changes we've made. Thank you for your time.
