Last week at Procurex, the Minister for Finance and Government Business, Jane Hutt, launched eTrading Wales - important news for both buyers and suppliers.
Value Wales has a 5 year eProcurement strategy in place to help improve commercial capability and procurement outcomes across the Welsh public sector. A key part of this strategy will be delivered through eTrading Wales.
eTrading Wales is a service which enables buyers and suppliers to interact electronically for the supply and payment of goods and services. Value Wales has agreed that Procserve should deliver eTrading Wales to all National Procurement Service (NPS) member organisations. As such these organisations will receive:
- Connection to eTrading Wales
- Service delivery until December 2019
- On the ground support from Procserve and Value Wales to maximise the benefits of having the system.

To round off our procurement celebrations we finished
the week with the Procurement Awards, which celebrated procurement success
across Wales. Hosted by BBC’s Lucy Owen, there were ten awards available and
stiff competition for every Award category. |

Also launched at Procurex were the
eProcurement Benefits Models. The models will help the Welsh Public sector
understand their eProcurement maturity and the benefits that can be achieved,
when implementing eProcurement.
Value Wales has been working with a Development
Group comprising representative stakeholders from across the Welsh Public to
create models, with the focus being to develop tool-agnostic products that
could reflect the different levels of eProcurement maturity across the WPS.
Through a series of interactive workshops with the Development Group and formal
approval from the eProcurement Delivery Board and Procurement Board, Two Models
have been developed; the Wales eProcurement Maturity Model and the
Organisational eProcurement Benefits Model.
These two models will cover the full eProcurement
lifecycle:
i. eProcurement
Maturity Model
-
Covers 5 levels of maturity
- Includes a self-assessment template
ii. Organisational
eProcurement Benefits Model
- Covers 12 benefits areas split into 5 benefit types
- Includes a benefits calculator to help
organisations calculate benefit values
Over the next few months a
series of workshops will take place in North and South Wales, where
organisations can learn more about the Models. For further information and to

This is the first time a
piece of work of this nature has been undertaken within Wales and Value Wales
are very grateful to the Development Group members for their commitment and

Last
week saw over 1400 delegates descend on Cardiff for the two biggest events in
the Welsh Procurement calendar; the inaugural Procurex conference and the
annual Procurement week culminating with the Procurement Awards. And what a success they both were with delegates coming from as far as Australia and the USA to Procurement week and Procurex hosting the largest gathering of both Buyers and Suppliers in Wales. |

We have already received great feedback from those in attendance. Special thanks to our delivery partners ICPS and BIP for their continued efforts in making these events such a big success. For those unable to attend we will be sharing some of the key messages from both events over the coming weeks. |
As you will be aware, the
Public Contracts Regulations (PCR) 2015 came into force on 26 February. To
clear up any ambiguity, the Lord Young measures in Part 4 of the PCR DO NOT APPLY to the majority of public sector organisations in
Wales.
With the exception of a few
organisations, such as the Police and DVLA, Value Wales has agreed with the UK Government that the Lord Young reforms will not
apply to bodies in Wales whose functions are wholly or mainly devolved to Wales. The majority of public sector bodies can therefore
disregard Part 4 and be assured that the use of SQuID for both high and low
value procurements and use of Sell2Wales will continue in Wales.

Following the new Public Contracts Regulations
coming into force on 26 February, Value Wales will be running two workshops for
the public sector in Wales specifically looking at the legal aspects of the new
Regulations.
There will be workshops in both South and North
Wales:

South Wales - Monday 20 April 2015 from
10am until 4pm at the Waterton Technology Centre, Bridgend.

North Wales - Friday 22 May 2015 from
10am until 4pm at the Welsh Government office in Llandudno Junction.
Places are limited, so please book by Monday 13
April. An agenda for the day will follow shortly.

workshop you would like to attend and how many will
be attending from your organisation. Depending on interest we may need to limit
the number of attendees.
On 24 March, the Minister for Finance reiterated to her fellow Ministers the
importance of strengthening Procurement Policy in Wales. Speaking at the Senedd
the Minister reflected on developments in Procurement since she launched the
Wales Procurement Policy Statement (WPPS) in December 2012. Highlighting key
achievements in Community Benefits, Procurement Fitness Checks and savings made
by the National Procurement Service (NPS). For the full statement visit the National Assembly website.
The General Building
Materials Framework which was awarded last month with a value of over eleven
million pounds per annum was highlighted by the Finance Minister in her Oral
Statement. Over sixty percent of suppliers awarded a place on the framework are
based in Wales and over fifty three percent of these are SMEs. The remainder of
the suppliers have Welsh depots and will work with NPS to deliver employment
and training
opportunities throughout Wales.
