The Youth Engagement and Progression Framework (YEPF) supports young people aged 11 to 18 who are at risk of becoming not in education, employment or training (NEET) or at risk of homelessness. Local authorities and partner agencies, including Careers Wales, work together to monitor progression and provide targeted support.
The Welsh Government has worked with colleagues in Merthyr Tydfil County Borough Council to publish a case study on Hwb. This highlights the approach to identifying young people that would be moving from Tier 3 to Tier 2, to enable the local authority and partners to provide early support to those young people identified.

The digital youth work peer network brings together practitioners with experience in the design and delivery of digital youth work with those who aspire to increase provision in this area, to share best practice, advice and identify opportunities for collaborative working/funding applications.
The network meets online approximately every two months. If you’re interested in joining the next session, please email us at youthwork@gov.wales and we’ll make sure you are added to the invitation.
We’re also eager to receive ideas of topics that could form the focus of a potential in-person session of the network later in 2026. We’d be glad to receive your suggestions of themes and potential contributors to involve in this session via the email address above.
The Young Change Makers Programme is looking for young people aged 16-24 who are passionate about making a real difference in their communities.
Within this Programme, Young Change Makers work in a team to:
- Research key community safety issues affecting young people
- Identify the most pressing local concerns
- Design and deliver creative solutions to tackle these challenges
There will also be the opportunity to work in collaboration with community leaders and decision-makers.
The programme runs online sessions every 6-8 weeks during the early evening.

Voices for Impact captures and amplifies the perspectives of young people in policy and practice through online surveys on wellbeing, education and communities. Young people, and anyone working with young people, including voluntary and statutory services and schools, can register to participate via the website.
Staff and volunteers who would like to find out more about using the platform can book onto an online training session taking place on 15 June, 18.00-20:00.
Voices for Impact is also recruiting young people aged 14–25 to join its Youth Advisory Panel. Panel members will analyse survey responses and highlight key priorities from young people’s views. Young people are invited to apply via the Voices for Impact-Wales Youth Advisory Panel Form.

ALPHA are looking to recruit young people aged 14-18, who will work with researchers on public health studies to ensure their voices are heard. They will be looking into topics such as smoking, vaping, mental health and nutrition.
Members are rewarded for their time, gain new experiences, and can use their involvement towards achievements such as the Duke of Edinburgh’s Award (Skills section). It is a great opportunity to develop teamwork, communication, problem solving, and confidence.
Meetings take place four times a year at sbarc|spark, Cathays, Cardiff on Saturdays 12PM-4PM. Extra sessions may be held when needed.

Supporting the Sector – Youth Work Week Toolkit
As the organisation currently responsible for delivering the Youth Work Marketing and Communications programme, Youth Cymru have developed a bilingual Youth Work Week toolkit for use by organisations.
The toolkit includes:
- Social media templates and ready-to-use posts
- Campaign branding and visual assets
- Ideas for content and storytelling
- Guidance on sharing youth voice and impact
- Digital resources and links to support
- A shared activity calendar
Youth Cymru is calling for organisations to share stories from young people and practitioners which showcase excellence and innovative youth work practice.
