Oral statement in the Senedd

The Cabinet Secretary for Education will be delivering her oral statement in the Senedd today, 14 October 2025, providing an update on ALN reform in Wales.

Agenda for Plenary on Tuesday, 14 October 2025, 13.30.

Review of the ALN Legislative Framework

Last October, the Welsh Government initiated a review of the ALN legislative framework to gather evidence and experiences on delivering the ALN system and challenges around the ALN legislative framework. The review focused on the clarity and consistency of the legislative framework and identified opportunities to strengthen understanding and delivery across Wales. A summary of responses is now available on the Welsh Government - Legislative Review webpage, with further updates to follow throughout the day.

Evaluation of the ALN System: Survey of Parents and Carers

As part of our four-year evaluation of the ALN system the Welsh Government is publishing the findings of the Parent and Carers survey that gathered experiences and concerns from earlier this year. The report explores parents’ and carers’ views on topics such as:

  • Individual development plans
  • Information and guidance
  • Identification of ALN
  • Person-centred planning meetings
  • Additional learning provision (ALP)
  • Overall satisfaction with the ALN system
